levied or delete our areas entirely from either of the taxing districts.

John Anderley - 16917 Bison - Feel compassion for those having water problems
but do not want to see Ramsey develop into a metro community. Can't we control
our growth so we don't need all these metro area type utilities? Our Planning
Board should be more conservative in issuing building permits.

Pat Bock - We have water problems and last fall Council told us to take care of
our own water problems until spring. We had our basement waterproofed and we
are still having problems. Last fall the City said maybe storm sewer is the
answer and now I am hearing that maybe it isn't because it might be water table
problem. I want a study done to find out just what the problem is. Special
assessments won't work for us; we are the only low lot having problems. If
storm sewers would work, how can I get them. Nobody would support me if it was
through a special assessment procedure. Please consider taxing districts
because it gives me a chance to solve my problems. Will storm sewers take care
of excess water or lower the water table? Ms. Bock submitted a letter to Mr.
Hartley regarding her concerns.

Mr. Raatikka - Ponds and their levels are regulated by DNR. What we are
experiencing is probably a groundwater problem.

Mr. Hartley - Council will receive Ms. Bock's letter and it will be made a part
of tonight's record. Whether or not Council orders an investigation is
something they will have to evaluate at their next regular meeting on June 24.

Roger Warhol - 7010 150th Avenue - I have high water problems and don't think
it is a matter of 'if' the City should try correct the problem -- they have to.
Council took an oath to protect the health and welfare of the citizens; PCA
feels the same way. It is a matter of getting the excess water out of the
holding ponds and septic systems will function properly again. Also note that
if you are having water problems, contact the City Assessor because there is
tax relief available in these particular areas. Contact your State senators
and representatives for help. The City is taking the right step in searching
financing methods -- too bad it took so long. Landfill runoff and material
from malfunctioning septic systems will build up in ponds and infect children
and wildlife with disease.

Karen Ose - 7750 152nd Lane - Our property is in the lowest area of a
development and sewer and rain water from other properties is draining onto our
property. I am having my water tested. Have not been able to use my back yard
in two years.

Daryl Hartman - Anoka West Pet Hospital - In favor of a two district taxing
system because it spreads the cost of improvements over the entire city. It
cost $20,000 to correct water problems at the Pet Hospital. As a business, we
can absorb that but as a resident it would be too expensive to absorb. Sharing
in the cost of the improvements is being a good citizen. The projected cost
per residence is small enough insurance to pay to know when you have problems
they will be corrected.

John DeLaMaht - 15030 Kamacite - I have water in my basement and paid for drain
tile; still having water problems. Whether people are having water problems or
not they should be concerned because being known as a high water city lowers
all property values. There is a definite barrier built across the end of the
