7721 171st Avenue NW. <br /> <br />Further Discussion: Council expressed concern that, at some time, major <br />equipment could possibly be obtained to expand the business beyond what is <br />applied for in the conditional use permit. City Attorney Goodrich reviewed the <br />State statute dealing with conditional use permits. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Review Of Status For Mississippi River County/Regional Park: <br /> <br />County Commissioner Haas addressed the Council concerning the proposed <br />expansion of the Mississippi River County Park into a regional park facility. <br />Commissioner Haas felt that there had been both a lack of communication and <br />misunderstanding among those involved with the project. She felt that part of <br />the problem could lie with the fact that since the inception of the project, <br />the City of Ramsey has had a turn over in staff and mayor. Commissioner Haas <br />referred to the May 27, 1986 memorandum from Jack Mauritz, Parks and Natural <br />Resources Division of the Metropolitan Council, to David Torkildson, Director <br />of the Anoka County Parks and Recreation Department. She further stated that <br />it was never their intent to take all of the land and destroy regional <br />property. <br /> <br />Mr. Torkildson reviewed the various possibilities and considerations of the <br />project, as well as the legal aspects. <br /> <br />Councilmember Cox stated that after attenting the various meetings and <br />listening to Commissioner Haas and Mr. Torkildson's discussion this event, he <br />suggests that the City of Ramsey meet with planning people to wee what can be <br />worked out as far as the Huseby property. The community would have to absorb <br />the added costs of an additional park no matter who funds it. Councilmember <br />Cox also expressed reservations about the wildlife on the Huseby property. <br />Feeding of the wildlife would result in deer crossing Highway #10 and thereby <br />creating a hazard. <br /> <br />Commissioner Haas reported that since the Huseby property is a life estate <br />situation, it is tied up very tight. <br /> <br />Council discussed the possibility of the land on the other side of the river <br />being developed. Commissioner Haas stated that they own the island, but the <br />land opposite belongs to Hennepin County south of the river. <br /> <br />Mr. Torkildson reported that the land has been considered as a potential site <br />for a landfill, however, he didn't think that park users would be looking at <br />the landfill. <br /> <br />Motion by Mayor Heitman and seconded by Councilmember Schlueter to prepare a <br />resolution to the County stating that further study of the proposed expansion <br />of the Mississippi River County Park into a regional park facility is <br />appropriate; that Ramsey City Staff and appropriate County and Park personnel <br />should meet to address the concerns. <br /> <br />Further Discussion: Councilmember Reimann stated that the County of Anoka has <br /> <br />Page 6 of 14 <br /> <br /> <br />
