Councilmember Sorteberg stated that a couple of people have told him that the <br />office climate has improved greatly. Councilmember Sorteberg stated that <br />consulting the Personnel Committee on everything will require even more <br />meetings than they are already having; Merle Mevissen isn't required to consult <br />the Personnel Committee whenever he hires part-time help. <br /> <br />Mayor Heitman stated that Mr. Hartley needs feedback in order to accomplish his <br />job. Mayor Heitman stated that he feels Mr. Hartley has brought continuity to <br />the operations at City Hall at a time when there have been some difficult <br />changes; that he has been effective in communicating, which benefits the public <br />and council; that he has effectively participated in preparing the City's <br />position with respect to the EIS on the landfill, a position statement that <br />reflects Ramsey is running more professionally than in the past. Mayor Heitman <br />referred to the council meeting agendas and the changes in format that have <br />been made; appreciate recommendations that are contained in the agenda that <br />must come from an individual that has to work with relatively volatile people. <br />Mayor Heitman stated that Mr. Hartley has a good understanding of management <br />principles and he would like to see that same eagerness, care and attention to <br />management details maintained. <br /> <br />Councilmember Reimann noted that it is time to begin the regular Council <br />meeting and suggested that Mr. Hartley's evaluation be continued as the last <br />order of business on the regular Council meeting agenda of 7-22-86. <br /> <br />,P~DJQURNMENT <br /> <br />Council consensus was to adjourn the special meeting and continue Mr. Hartley's <br />evaluation as a final case on the regular 7-22-86 Council agenda. <br /> <br />The special meeting adjourned at 7:35 p.m. <br />Respectfully submitted, <br /> <br />Sylvia Frolik <br />Secretary <br /> <br /> av z ar ey <br />City Administrator <br /> <br />July 22, 1986 <br />Page 3 of 3 <br /> <br /> <br />
