a) ~roval Of Adeouacv Of Environmental Imuact_Statement - <br /> <br />Mr. Hartley stated that the time that was taken to address the concerns of MPCA <br />and Metro Council was beneficial; that a long lasting working relationship with <br />Metro Council has been established, especially as it relates to the density <br />question. Ramsey's practice of managing on-site septic systems was explained <br />to MPCA. MPCA has intense concern over pollution of groundwater; Ramsey has <br />those same concerns and will go about siting on-site systems in such a way that <br />pollution is not likely to happen. MPCA felt that the EIS should have included <br />a complete hydrological study; a study which is very complex and is not done <br />by many individual communities much less a single development. Mr. Hartley <br />stated that he feels comfortable recommending that Council approve the EIS as <br />being adequate in that concerns expressed by MPCA and Metro Council were <br />directed more towards Ramsey's management practices than at the contents of the <br />EIS. <br /> <br />Councilmember Cox inquired if staff has met with the Environmental Quality <br />Board regarding Mr. Swedal's situation. <br /> <br />Mr. Hartley stated that City Staff met with Mr. Swedal and EQB; Mr. Swedal <br />was satisfied with the result of that meeting. <br /> <br />Mayor Heitman inquired as to what events will approving the Northfork EIS <br />precipitate. <br /> <br />Mr. Hartley stated that using the findings of that EIS, authorization for <br />construction and development of that area can begin. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt <br />Resolution #86- llOapproving the adequacy of the EIS for the Northfork P.U.D. <br />project. (Please refer to resolution file for Resolution #86~10). <br /> <br />Further Discussion: Councilmember Schlueter stated that she is not so <br />confident that this development will not cause 'health and water problems'; if <br />Metro Council supports the density compromise and if Ramsey supports the EIS <br />without adequately addressing health and water matters and if health and water <br />problems are created, how much will Metro Council back Ramsey in solving those <br />problems? Mr. Martley replied that the EIS did review these questions and <br />bring out the fact that the soils are light in those areas; MPCA recognized <br />that the soils are not the greatest for development of any kind. Mr. Hartley <br />stated that the standards Ramsey has adopted for siting septic systems are the <br />same rules that are adopted by PCA and Ramsey is going to follow those rules to <br />the letter. Mr. Hartley stated that he has visited with Northfork <br />representatives and assured them that Ramsey will enforce those rules and that <br />there are sites that will not be considered as buildable because they are in <br />areas of high water levels. Mr. Hartley stated that MPCA realizes that Ramsey <br />is also concerned with the environment and groundwater situation. <br />Councilmember Cox noted that the soils in this area are not any poorer than any <br />other place in the area or County and Northfork will not be treated any <br />differently than any other development in the City.
