Mr. Dennis Peck suggested that Council approve the preliminary plat with no contingencies at this time as Council can make a determination on the Park Commission's recommendation during the final plat approval process. Motion by Councilmember Cox and seconded by Councilmember Sorteberg to approve the preliminary plat of the second phase of Northfork P.U.D. noting that City Council will be reviewing the Park and Recreation Commission recommendation regarding park dedication requirements during the final plat approval process. Further Discussion: Councilmember Cox requested staff to make a special effort to bring the park dedication recommendation to Council's attention during the final plat approval. Councilmember Schlueter referred to City Engineer's report dated June 17, 1986 and inquired when the developer will address Item #8 of that report. Ms. Norris replied that Item 8 of City Engineer's report has been addressed and is no longer an issue. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox and Reimann. Voting No: Mayor Heitman and Councilmember Schlueter. Personnel Discussion: a) Health And Life Insurance Benefits For Councilmembers .- Mr. Hartley stated that the ordinance that sets Council salary does not make reference to Council also being eligible to receive health and life insurance benefits; does Council wish to amend that ordinance and document insurance benefits as part of their salary or let it continue to be an unwritten policy? Councilmember Cox stated that Council has been receiving insurance benefits for 5 or 6 years; if the existing procedure is incorrect, it should have been brought to Council's attention either by past city administrators or Deloitte, Haskins and Sells. Mayor Heitman requested that Mr. Hartley review this issue for legal implications and report back to Council. b) Six Month Evaluation Of Mr. Hartlev's Performance - Councilmember Reimann noted that one of the terms of Mr. Hartley's employment was a 6 month performance evaluation; it is time to fulfill that term and full Council should be present at that evaluation meeting. Mr. Hartley suggested that the performance evaluation meeting be scheduled for 7:00 p.m. on July 22, 1986 and Council agreed. c) Part-Time Personnel - Councilmember Reimann stated that a part-time person has been hired in the Accounting Department and he was not given prior notice of that action. Councilmember Cox noted that his motion on June 30, 1986 authorized the hiring of part-time personnel along with keeping the Personnel Committee aware of what action will be taken to ease the backlog of work at City offices.
