Mr. Raatikka stated that based on City Charter, the City must re-bid the <br />project if bids come in more than 10% above estimates; property owners have 30 <br />days after the assessment hearing to pay off the improvements with no interest. <br /> <br />Mr. Breu - Inquired if there is a bonding cost involved and if property owners <br />are responsible for future sealcoating costs. <br /> <br />Mr. Raatikka replied that there are bonding costs involved; those costs are <br />included in the feasibility study as contingency costs. Property owners will <br />be assessed for sealcoating. Streets are sealcoated every 5-6 years at an <br />average cost of $200-$250/unit. <br /> <br />Gordon Hudalla - 15310 Ramsey Blvd. - Stated that his is a corner lot that <br />accesses onto Ramsey Blvd.; City is proposing to assess him for improvements to <br />a street he will not use. <br /> <br />Mr. Raatikka replied that it is a City policy to assess corner lots, even if <br />they don't access the subject street, 1/2 assessment in lieu of benefits <br />received like dust control and aesthetics. <br /> <br />ADJOURNMENT <br /> <br />Motion by Counc ilmember Sorteberg and seconded by Councilmember Cox to adjourn <br />the public hearing. <br /> <br />Further Discussion: Councilmember Cox stated that this Council has never <br />sought to have areas blacktopped. This particular portion of 153rd was not <br />blacktopped at the same time the rest of the area was blacktopped because of <br />opposition from property owners. It now appears that 8 of the 10 residents <br />want the improvement. If Council orders the project, all of the property <br />owners will be assessed. If the petition were signed by 100% of the property <br />owners, the 60 day waiting period could be waived and construction could occur <br />during a more condusive time of the year thereby resulting in a better product. <br />Mr. Breu noted that the petition was submitted in June but was not brought to <br />Council's attention until August. <br /> <br />Motion carried. Voting Yes: Acting Mayor Reimann, Councilmembers Sorteberg, <br />Cox and Schlueter.
