the findings of fact by October 15, 1986 or offer testimony at the regular <br />Council meeting in October. <br /> <br />Request For Preliminary Plat Approval Of Autumn Meadows; Case <br /> Mr. Ken Johnson: <br /> <br />Mr. Ken Johnson and Lynn Caswell of John Oliver and Associates were present <br />requesting preliminary plat approval of Autumn Meadows, a plat consisting of 20 <br />acres proposed to be developed as 8 single family residential lots. <br /> <br />Ms. Norris stated that the plat was reviewed many times by P&Z before a <br />recommendation for preliminary approval was made; many residents in the <br />adjacent Autumn Heights are opposed to the plat. <br /> <br />Jeff Struvy - 8453 168th - Stated that he and his neighbors have been attending <br />P&Z meetings regarding this case; they were not notified of the meeting at <br />which the plat was recommended for preliminary plat approval; he was the only <br />one notified of this Council meeting. Mr. Struvy explained that the <br />development of Autumn Meadows will result in his property being bordered by 3 <br />roads; there will be one access serving the 9 homes in Autumn Heights and 9 <br />homes in Autumn Meadows; there are existing drainage problems in the area and <br />increased development will add to those problems; the one access to the area <br />was paid for by Autumn Heights residents and that road will be damaged by heavy <br />equipment using it to access Autumn Meadows . <br /> <br />Mayor Reimann noted that the plat proposes to extend a dead-end road (Nutria) <br />an additional 1000' for access purposes. <br /> <br />Ms. Norris stated that P&Z discussed that issue and it was determined to be <br />agreeable as Nutria will access onto Cry. Rd. #83 in the future and because <br />other plats in the City have been developed under similar circumstances. <br /> <br />Councilmember Cox expressed concern that one access to an already existing 24 <br />homes could be blocked in the event of a disaster and a similar request in the <br />vicinity of 173rd was denied. <br /> <br />Tim Donohue - 16812 Nutria - Stated he would have no objection to the plat if <br />there were another access provided. <br /> <br />Lynn Caswell stated that the most likely place for another access would be to <br />the north of the property. <br /> <br />Councilmember Cox stated that he would not require that the additional access <br />be a maintained road; just want to have another exit from the area in the event <br />of emergencies. <br /> <br />Mayor Reimann stated that he too would approve the plat if another access is <br />provided. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg to table <br />action relating to Mr. Ken Johnson's request for preliminary plat approval of <br />Autumn Meadows until Mr. Johnson can provide a 66' easement for future <br /> September 30, 1986 <br /> <br />Page 8 of 16 <br /> <br /> <br />
