PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Monday, September 15, <br />1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Sealcoating Projects #86-3 (Hagen's Unplatted), ~/86-4 <br />(Countryside Estates), #86-5 (Golden Eagle Estates), #86-6 (Sports Haven) and <br />#86-7 (Carol Rose Acres). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: Councilmember A1 Sorteberg <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:52 p.m. <br /> <br />PRESENTATION <br /> <br />City Engineer Raatikka stated that the County requires the City to adopt <br />and submit the assessment roles by October 15. Not all of the work is complete <br />at this point but in order to give the residents 30 days to prepay the <br />assessment with no interest, the public hearings had to be held by September <br />15. After October 15, the assessments are automatically added to the property <br />taxes. The balance of the assessments can be paid each year prior to October <br />15 to avoid paying the interest for the remaining years. Basically the work to <br />be completed is on these projects is sweeping, cleanup and final inspection. <br />Mr. Raatikka then quoted the total cost and per unit cost for Projects 86-3, 4, <br />5, 6 and 7. <br /> <br />CITIZEN INPUT <br /> <br />Terrence Mox - 16530 Yolite Street - Stated that his letter from the City looks <br />like he has been included in Carol Rose Acres and his assessment is $166.17. <br /> <br />Mr. Raatikka stated that Mr. Mox is in the Sports Haven project and $166.17 is <br />the correct assessment for him. <br /> <br />Mr. Mox - Stated that when the roads were blacktopped, there was a verbal <br />agreement with the City that the City would maintain the roads; why is this <br />sealcoating being assessed? A former neighbor is a foreman for Minneapolis <br />Streets Department and he says that sealcoating should be done 2-3 years after <br />street construction; Ramsey is about 4 years too late.
