Councilmember Elvig stated he does not support the dominant garage design, which was not <br />what the Council programmed in this location. In addition, the proposed design does not provide <br />a porch or amenity on the rear elevation to take advantage of that area. <br />Senior Planner Gladhill stated this property is located in the 10 Addition and noted the sliding <br />door in the rear elevation. <br />Councilmember Strommen concurred with Councilmember Elvig's comments that this house <br />plan is not in the spirit of what the Council was hoping to create. <br />Councilmember Backous stated his position it was hypocritical to nit -pick this design while <br />speaking of liberty, freedom with ATVs, golf carts, and hens, and of being development friendly. <br />He stated he thinks it looks fine as designed and doubted positioning garages in the front will <br />attract "riffraff." <br />Mayor Ramsey raised the issue that residents moved into this neighborhood with the <br />understanding the houses would be similar in design/quality. He believed the Council needed to <br />stand firm on its architectural design guidelines. <br />Councilmember Tossey stated the distinction in this case is that the architectural standards were <br />agreed to by the original six builders and guided by a previous Council. That development went <br />"belly up" so this Council approved the architectural standards and is now being asked to make <br />exceptions. Councilmember Tossey noted the Council had just approved those standards and last <br />fall made another builder abide by the architectural standards. In all fairness, since the Council <br />took over the role to guard architectural standards, he believed the Council needed to act <br />consistently. <br />Mayor Ramsey clarified he was just talking about this house design, not the developer, and he <br />found this design to be substandard. <br />Councilmember Backous stated he appreciates the arguments but times have changed and the <br />Council needs to be fluid and adjust. <br />Rick Novak, Novak and Fleck Custom Homes, stated he was confronted by a bank to firm up the <br />eight lots that are vacant. He explained he was trying to design a home that met the City's <br />criteria and was marketable in the community. Mr. Novak stated he has been working with <br />Senior Planner Gladhill for several weeks and this is the design he (Mr. Novak) came up with. <br />Mayor Ramsey asked whether the market will not support a higher design amenity, noting the <br />proposal has three bedrooms on the upper level but only one bathroom on the main level. <br />Mr. Novak explained the house can contain more bathrooms but needs to be marketable or the <br />lots will not sell.
