PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Monday, October 20, <br />1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding proposed sewer and water improvements to the industrial <br />area. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartly <br />City Engineer Peter Raatikka <br /> <br />Members Absent: <br /> <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:36 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />PRESENTATION <br /> <br />Mr. Hartley stated that the purpose of the hearing is to review, with the <br />affected property owners of a proposed improvement, the information <br />available about the proposed improvement and to hear comments either for or <br />opposed to the proposed improvement. Mr. Hartley stated that he would like <br />guidance, from the affected property owners, on ways in which financing of <br />the project can be structured to meet the needs of individual businessmen <br />and property owners. <br /> <br />Mr. Raatikka stated that the scope of the project is basically the same as <br />the project for which bids were received in September, 1986. It involves <br />trunk sewer and water service to that industrial area north of the railroad <br />tracks and west of the Anoka/Ramsey border. One change from the previous <br />project is that the sewer trunk line has been down sized to 30" with an <br />increased grade so that capacity remains the same. Purpose of this change <br />was to eliminate costly constructions costs for dewatering poor, silty <br />soils encountered in the original project design. The water trunk line has <br />been downsized also; if additional capacity is needed in the future, a <br />parallel line can be installed. The estimated net cost for trunk and sub- <br />trunk sanitary sewer is $1,241,O00.0~ on a REC charge basis, $506,545.22 <br />would be assessed and $633,990.48 would be covered by tax increment <br />revenues. The estimated net cost for water main is $462,000.00; on a REC <br />basis, $1,126,649.47 will be generated; the excess funds could be applied <br />towards a water tower and future trunks. The total cost per commercial <br />acre is $2,190.60 for sewer and $4,872.28 for water; for a total cost of <br /> October 20, 1986 <br /> <br />Page 1 of 6 <br /> <br /> <br />
