CC Regular Session 4. 6. <br />Meeting Date: 09/25/2012 <br />Submitted For: Patrick Brama By: Patrick Brama, Administrative Services <br />Information <br />Title: <br />Review RFQ for Demolition of Buildings Located on 8020 147 Ave NW; and, Select Contractor <br />Background: <br />GENERAL BACKGROUND: <br />The Subject Property, known as "The Nordvik Property" (located at 8020 147th Ave NW), was acquired by the <br />City as part of the Armstrong Blvd./Hwy. 10 interchange project. The City and the EDA split the cost of acquiring <br />the Subject property. The City paid $200,000 for the easements necesary for the road project and the EDA paid <br />$600,000 for the remaining land; with the understanding that the EDA would control the property moving forward <br />and attain future land proceeds. <br />In preparation for future development, the EDA wishes to demolish the two existing buildings located on the <br />Subject Property and prepare the site for development. The purpose of this case is to the consider demolition of <br />buildings located on, and site clean up of, the Subject Property; and, to award a contract for service. <br />ADDITIONAL BACKGROUND (EDA): <br />Staff received direction at the August regular EDA meeting to send out a RFQ for demolition of buildings <br />and removal of infrastructure on the Subject Property. Responses to the RFQ were due Tuesday, September 11. <br />The EDA reviewed submitted quotes at the regular September EDA meeting. Upon review, the EDA recommends <br />the City Council select the lowest quoter, Sauter & Son's, at $23,500. <br />NOTE: the EDA expressed interest in making the contract for this proposed project as specific as possible, as to <br />avoid change orders. <br />Included in this case is the RFQ, addendum, property profile, RFQ responses and proposed contract. <br />Observations: <br />NOTE: a pre -demolition study was conducted on the Subject Property by Techtron. The propose of this study is to <br />unveil any hazardous materials used in the construction of the building (i.e. asbestos). This study must be <br />conducted before demolition. The results of this study conclude no findings of asbestos, lead paint or <br />other hazardous materials. The cost of the study is estimated to be $1,200. Attached to this case is a copy of the <br />pre -demolition survey. <br />Funding Source: <br />The cost of the pre -demolition study, and the potential demolition of buildings and site clean up of the Subject <br />Property, will be paid for with future land proceeds. In the interim, the EDA fund will be used. <br />Staff Recommendation: <br />The EDA recommends that the City Council approve the demolition of buildings located on, and site clean up <br />of, the property located at 8020 147 Ave NW, Ramsey, MN; and, to award the contract for service to Sauter and <br />Son's Excavating. <br />EDA Action: <br />
