PROCEEDINGS OF CITY COUNCIL <br /> CLOSED EXECUTIVE SESSION <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a closed executive session on Tuesday, <br />October 7, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota to discuss labor relations with the bargaining unit <br />represented by AFSCME. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember A1Sorteberg <br />Councilmember Steve DeLuca <br />Councilmember Jean Schlueter <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br /> <br />CALL TO ORDER <br /> <br />The closed executive session was called to order at 7:21 p.m. <br /> <br />COUNCIL BUSINESS <br /> <br />Mr. Hartley stated that the City has received a notice of intent to negotiate <br />conditions of employment and wages from AFSCME and the negotiating process will <br />begin soon; tentative begin date has been set for October 16, 1986. Mr. <br />Hartley inquired if the Personnel Committee wants to be involved in <br />negotiations from the start or would they rather Mr. Goodrich and himself take <br />care of the initial negotiations and bring each of the questions back to the <br />Personnel Committee and/or Council. <br /> <br />Mr. Hartley requested direction from Council on the position they are taking; <br />he is assuming that in most cases, Council's policy is to hold to the existing <br />contract. Mr. Hartley that one of the requests will be an effort to try to <br />negotiate factors relating to comparable worth. There are portions of <br />comparable worth that are absolutely not negotiable and some that are. <br /> <br />Mr. Hartley stated that another issue that will have to be dealt with is that <br />the City currently has a grievance on hand in relationship to the interpretticn <br />of the existing contract. The existing contract provides that premium overtime <br />pay will be based on the Fair Labor Standards Act. That Act says that if you <br />work more than 40 hours in a week, you get paid time and one-half. The thing <br />that it does not say is that if you work after 4:00 p.m. or before 7:00 a.m., <br />you get overtime pay. The union is claiming that it was past practice in <br />Ramsey that anytime someone worked after 4:00 p.m., they received time and one- <br />half. The contract, as we negotiated and they agreed to, simply says that if <br />the total hours worked during a given work week exceed 40 hours, you get paid <br />at the premium rate of pay.
