Mr. Hartley replied that such a position was not budgeted for. The Economic <br />Development Commission is requesting consideration be given to the possibility <br />of using interest on landfill funds to pay for the position. The landfill fund <br />is a revenue stream available to the city and use of it does not require <br />budgeting. If the decision is made to fund an economic development person <br />ad valorum, it would require a budget amendment. <br /> <br />Mr. Hartley stated that sewer and water costs are addressed in the enterprise <br />fund and the objective is to pay all of those costs through user charges. <br />Currently the water fund is being subsidized by the general fund; it will be <br />necessary to raise water rates. Water and sewer funds are traditionally <br />subsidized because it is not popular to charge enough to make them self- <br />sufficient. <br /> <br />Councilmember Cox again expressed concern with the high cost of personnel and <br />sited as an example the hiring of more officers to avoid overtime in the Police <br />Department, which has not worked out that way. <br /> <br />Mr. Hartley stated that Chief Auspos is aware that two more officers will <br />probably not be approved; he is attempting to make sure the department can keep <br />up with investigation needs in addition to the regular duties; hiring officers <br />with those skills would eliminate the need to pay for investigative services <br />elsewhere. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Sorteberg to <br />adjourn the public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca.
