Through meetings with P&Z, the consensus is that <br />performance standards would be the most effective way to control development. <br /> <br />Chairman Peterson stated that part of the enforcement miscommunication was <br />due to a transition period with building inspectors but Council also takes the <br />attitude that 'times are tough' and the City should 'give the guy a break'. <br />Chairman Peterson stated that if this is the tone Council wants to set, then <br />the ordinances should be amended so everybody is treated equal and there is no <br />picking and choosing of who will get the breaks. Planning and Zoning has tried <br />to enforce the ordinances with the break being a reasonable time frame in which <br />to fulfill development requirements. <br /> <br />Commissioner Zimmerman stated that this meeting is not to address just the case <br />of Plants and Things; the purpose of the meeting is to get Council's input <br />regarding the kind of development they would like to see along Hwy. #10. <br /> <br />Councilmember Cox stated that since Council is present, he would feel more <br />comfortable if the meeting had begun with the Pledge to the Flag. He also has <br />no objection to addressing the case of Plants and Things because there have <br />been some differences on it and it should be talked out. <br /> <br />Those present recited the Pledge of Allegiance to the Flag. <br /> <br />Commissioner Shumway stated that Plants and Things should be discussed because <br />it has become the determining factor in setting the tone for development along <br />Hwy. #10; not enforcing development standards will set a precedent for future <br />development. <br /> <br />Commissioner Fults stated that with sewer and water utilities coming to Hwy. <br />#10 in the future, maybe that corridor is not ready for permanent type <br />development. Until utilities are installed, used car lots are the best type of <br />interim development. <br /> <br />Chairman Peterson stated that P&Z is not opposed to used car lots as long as <br />they are developed according to ordinance; another point of view would be that <br />if there are too many small businesses on Hwy. #10, they could oppose the <br />improvements. <br /> <br />Commissioner Deemer noted that metal buildings is another issue that needs <br />clarification. There are basically two types -- the pole barn metal buildings <br />without perimeter footings whose only possible use in a commercial area would <br />be for storage versus sheet metal buildings built to commercial standards. <br /> <br />Councilmember Cox noted that P&Z and Council recently approved a metal building <br />for Chalich Trucking that will be visible from Hwy. 10. <br /> <br />Commissioner Shumway noted that the Chalich property is zoned in such a way <br />(Industrial) that the City could not require footings. <br /> <br />Councilmember Cox stated that there is another point besides the quality of the <br />building at Plants and Things to be discussed; the whole case was brought about <br />after the fact.
