PROCEEDINGS OF CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a special meeting on Tuesday, December 2, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Mayor Gary Reimann Councilmember Arnie Cox Councilmember Steve DeLuca Councilmember Jean Schlueter Councilmember A1 Sorteberg (arrived 7:43 p.m.) Also Present: City Administrator David Hartley City Attorney Bill Goodrich Reporter Kathy Cassidy (dismissed 8:30 p.m.) CALL TO ORDER Mayor Reimann called the special Council meeting to order at 7:37 p.m. and led in the Pledge of Allegiance to the Flag. CITIZEN INPUT None. APPROVAL O~ AGENDA Motion by Councilmember Cox and seconded by Councilmember DeLuca to approve the agenda with the following addition: Case #2 - Discussion Regarding Council Meeting Date For December, 1986. Motion carried. Voting Yes: Mayor Reimann, Councilmembers Schlueter, Cox and DeLuca. Voting No: None. Absent: Councilmember Sorteberg. COUNCIL BUSINESS Case #!: Discussion Regarding Industrial Area Sewer And W~ter Project; Mr. Hartley stated that the City was considering extending sewer and water to the Industrial area, held hearings and received bids. The bids were well over estimate and according to Charter and State law, the bids were sufficiently over estimate to require starting the project over. As a result, the City had an extra opportunity to rethink and discuss possible financing methods for the project. Previous to this meeting, Council considered options that included special assessments with the opportunity to defer for a period of time. Following that hearing, the City received comments and tried to come up with a plan that would respond to the concerns expressed by the property owners. Sp Council/12-2-86 Page 1 of 13
