PROCEEDINGS OF CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special meeting on Tuesday, December 2, <br />1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Arnie Cox <br />Councilmember Steve DeLuca <br />Councilmember Jean Schlueter <br />Councilmember A1 Sorteberg (arrived 7:43 p.m.) <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney Bill Goodrich <br />Reporter Kathy Cassidy (dismissed 8:30 p.m.) <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the special Council meeting to order at 7:37 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL O~ AGENDA <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to approve the <br />agenda with the following addition: <br /> <br />Case #2 - Discussion Regarding Council Meeting Date For December, 1986. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Schlueter, Cox and <br />DeLuca. Voting No: None. Absent: Councilmember Sorteberg. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #!: Discussion Regarding Industrial Area Sewer And W~ter Project; <br /> <br />Mr. Hartley stated that the City was considering extending sewer and water to <br />the Industrial area, held hearings and received bids. The bids were well over <br />estimate and according to Charter and State law, the bids were sufficiently <br />over estimate to require starting the project over. As a result, the City had <br />an extra opportunity to rethink and discuss possible financing methods for the <br />project. Previous to this meeting, Council considered options that included <br />special assessments with the opportunity to defer for a period of time. <br />Following that hearing, the City received comments and tried to come up with a <br />plan that would respond to the concerns expressed by the property owners. <br />Sp Council/12-2-86 <br /> <br />Page 1 of 13 <br /> <br /> <br />
