Metro COuncil approve the request for a certificate of need. Next, Waste <br />Management of Minnesota has to obtain a permit from PCA. PCA has to determine <br />how much contamination is at the landfill and how it will be handled before <br />they issue the permit. Therefore, Waste Management of Minnesota has agreed to <br />complete an Environmental Impact Statement which will also identify additional <br />pollution problems the expansion will result in. Based on that information, <br />PCA will make their decision to issue or not issue the permit. Mr. Hartley <br />stated that it has also been determined that there is a need for another <br />landfill in Anoka County. Three sites are under consideration, one of which is <br />directly south of the existing landfill in Ramsey, one in Oak Grove and one in <br />Andover. Environmental Impact Statements on those sites are being prepared. <br />Ramsey took a major role in trying to get the statements to evaluate all of the <br />community's environmental questions but all it will do is determine whether or <br />not there is an impact on the environment. Once the EIS is complete, a panel <br />represented by I{amsey, Andover, Oak Grove and Anoka County will be established <br />to determine which one of the 3 sites, if any, are suitable for a landfill. <br />Ramsey City Council's position is that no site in Anoka County is acceptable <br />and the panel should declare that as the case. State law then provides that <br />Metro Council will select the site. Ramsey feels that with the support of the <br />County, the panel and PCA, there still may be a chance to convince Metro <br />Council to not site another landfill in Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />Schlueter and DeLuca. Voting No: None. <br /> <br />Councilmember Cox noted that the city may not choose to use landfill funds, but <br />it is certainly worth checking out. <br /> <br />Councilmember Cox inquired if a combination of financing options could be used <br />for sewer and water improvements. <br /> <br />Mr. Goodrich and Mr. Hartley stated that it is very possible and they will <br />research it further. <br /> <br />Bernie Vevea inquired if it is legal to use tax increment dollars for something <br />that is out of the tax increment district that will benefit other parts of the <br />city. <br /> <br />Mr. Hartley explained that the development district is different from the tax <br />increment district. Ail of the proposed improvements are inside the <br />development district. <br /> <br />Bernie Vevea stated that laterals can be extended off the trunk to serve other <br />areas and inquired why those areas not receiving trunk assessments. <br /> <br />Mr. Hartley stated that those areas are not benefitting; when laterals are <br />installed in those areas, the properties will be assessed for trunk and <br />lateral. The cost of the trunk, water tower and oversizing is calculated into <br />Residential Equivalent Connections (RECs).
