Regular Planning Commission 6. 1. <br />Meeting Date: 10/04/2012 <br />By: Tim Gladhill, Community Development <br />Information <br />Title: <br />PUBLIC HEARING: Request for a Conditional Use Permit for Motor Vehicle, Implement, and Recreation <br />Equipement Sales and Service at 7815 Riverdale Dr NW; Case of DSB Ventures, LLC <br />Background: <br />The City has received a conditional use permit (CUP) application from DSB Ventures, LLC to allow motor vehicle, <br />implement, and recreation equipment sales and service for Lake Region RV's, Inc. at 7815 Riverdale Drive NW. <br />In 2009, this type of use was reclassified from a Permitted Use to a Conditional Use in the B-2 Highway Business <br />District. The Subject Property has not been used for motor vehicle, implement, and recreation equipment sales and <br />service. The Application also includes to expand the existing parking lot to the adjacent, vacant parcel consisting of <br />asphalt with concrete curb and gutter. <br />Notification: <br />In accordance with State Statute and City Code, Staff attempted to notify all property owners within 350 of the <br />Subject Property of the Public Hearing via Standard US Mail. A Notice of Public Hearing was published in the <br />Anoka County Union. <br />Observations: <br />Lake Region RV, currently Ramsey business, is proposing to relocate its operation to the Subject Property later this <br />year. The building is currently occupied by Canvas Craft. The Subject Property consists of two (2) separate parcels <br />totaling 2.65 acres in size. Lot 2 (7815 Riverdale Drive) currently contains a building of approximately 6,000 square <br />feet. The parcel directly adjacent to the west (Lot 1), is currently vacant. The Applicant is proposing to construct the <br />parking lot improvements on Lot 1, and utilize the existing improvements on Lot 2. As Lot 1 would have a parking <br />lot without a primary structure, a condition of the Permit shall be that the two (2) parcels cannot be sold separately <br />unless used for a joint use related to Lot 2. Alternatively, the Applicant can combine the two (2) parcels into one <br />(1). Initial indications are that the Applicant will propose to combine the two (2) parcels. <br />City Code requires one (1) space for every ten (10) items on display. It appears that between the existing parking lot <br />and proposed expanded parking lot, there should be sufficient off-street parking. <br />Detailed terms of the Agreement are included in the attached Proposed Findings of Fact and Conditional Use Permit. <br />Funding Source: <br />The Applicant is responsible for all City costs incurred in administering and enforcing this Permit. <br />Staff Recommendation: <br />Staff recommends approval of the request for a Conditional Use Permit for Motor Vehicle, Implement, and <br />Recreation Equipment Sales and Service at the Subject Property, contingent upon compliance with the Staff Review <br />Letter dated September 28, 2012. <br />Committee Action: <br />Motion to recommend that the City Council approve the request for a Conditional Use Permit for Motor Vehicle, <br />Implement, and Recreation Equipment Sales and Service at the Subject Property, contingent upon compliance with <br />the Staff Review Letter dated September 28, 2012. <br />
