Public Works Committee 5. 3. <br />Meeting Date: 10/16/2012 <br />By: Shane Nelson, Engineering /Public <br />Works <br />Title: <br />Sunwood Drive Project - Completion of Signal System, Irrigation System and Sidewalks <br />Background: <br />Staff has been notified by North Pine Aggregate, the Contractor for City Project 12 -20, that some components of <br />the contract may not be complete / operational by the completion date. The contract sets forth a completion date of <br />November 15, 2012 for all work, with the exception of maintenance and final clean up. <br />Due to material availability and scheduling, the mast arms for the signal system will not be available until <br />December. The mast arms have a fairly significant lead time for production and simply will not be available before <br />the completion date. <br />The second item is the irrigation system. The Construction Plans contemplated the continuation of the existing <br />irrigation supply line westerly on Sunwood Drive. However, City staff has indicated that the pressure is not <br />adequate and has requested that a new 4" irrigation supply source be provided. A change in the scope of the water <br />service for the irrigation system is currently being negotiated and has delayed the installation. There are also small <br />plantings proposed at the location of the main irrigation controller that cannot be installed until the irrigation <br />service is constructed and the controller in- place. <br />The last item discussed is the sidewalk. Several items have impacted the installation of the sidewalks, including: <br />the Connexus cabinet in the SE corner of Armstrong and Sunwood; the irrigation service; the existing street lights; <br />the signal base utility conflict; and the installation /timing of the running line for the electrical outlets. <br />Notification: <br />North Pine Aggregate was informed of the meeting. Anoka County was also informed of the request. <br />Observations: <br />During the course of the construction project, several construction issues have been encountered and have impacted <br />the Contractor's schedule. Also, as Site Plans continued to be developed for the adjacent HRA owned property, <br />necessary revisions to this project were identified to accommodate the revised /updated development plans. Since <br />this project overlapped with the adjacent HRA owned development, there were many moving parts and added <br />complexity to the project. Despite some of the challenges encountered, the Contractor managed to keep the bulk of <br />the construction on or ahead of schedule. <br />The Contractor's goal is that all work, with the exception of the signal system, the irrigation system and associated <br />landscaping and sidewalk will be complete by the original completion date of November 15, 2012. Extension of <br />the completion date for items listed is reasonable due to circumstances out of the Contractor's control. <br />Funding Source: <br />N/A <br />Staff Recommendation: <br />
