Miles -Polka, P.E. <br />Introduction <br />Jim has been involved in planning and project management for land- <br />fills, solid waste facilities (transfer stations, recycling facilities, house- <br />hold hazardous waste collection facilities), wastewater treatment plants, <br />water treatment plants, and municipal buildings. Jim is also skilled in <br />construction administration and evaluations of existing facilities. <br />Relevant Experience <br />• Strategic Consulting for Public Solid Waste Agencies. Works <br />with public agencies to help them thrive in the competitive solid <br />waste market. Work includes solid waste system projects involved <br />with program/facility development and evaluations of existing <br />programs/facilities, including transfer stations, landfills, composting, <br />construction and demolition recovery/recycling, material recycling <br />facilities, public education, household hazardous waste, and solid <br />waste/recyclables processing. <br />• Preliminary Planning and Project Development. Analyses of <br />existing sites and facilities to evaluate feasibility of development or <br />expansion, change in use, or proposed construction. Studies include <br />review of site, available utilities, condition of existing facilities, <br />economic analysis of proposed improvements, development of <br />project schedule through commissioning program, needs assessment, <br />cost/benefit analysis, and options analysis. <br />• Project Management. Extensive experience managing multi- <br />discipline teams providing services from multiple locations for the <br />planning, design and construction phases of public planning and <br />private capital improvement projects. Work includes developing, <br />managing and tracking schedules, budgets, sequencing and delivery <br />of services to meet client needs. <br />• Construction Administration. Team leader for the construction <br />phase of building and site development projects including site <br />observations, submittal review, project coordination, review of <br />payment applications, construction <br />• Construction Cost Opinion Development. Development and <br />refinement of construction cost opinions from feasibility phase <br />through bid phase.
