We under- <br />stand good solutions involve more than good engineering. Cost- <br />effective, leading edge, publicly acceptable solutions come from our <br />understanding of the business of solid waste management, as well as <br />our expertise in solid waste engineering. <br />Oftentimes, Foth develops a detailed financial analysis of the agency's <br />entire solid waste management system. The analysis breaks down the <br />costs and revenues for each facility separately (e.g., landfill, recycling, <br />HHW, collection, etc.). This analysis is an excellent tool for compar- <br />ing different strategies and making a decision. The life -cycle analysis <br />can be further developed into a tool for capital expenditure planning, <br />pricing, and cash flow projections. Maintaining financial stability and <br />sustainability is very critical. <br />Public agencies are routinely challenged that their operations are not <br />cost effective and that the public would be better served by privatizing a <br />facility or service. These situations often require some benchmarking, a <br />review of operational efficiency, or a comparison of different options. <br />The Boards, Committees or Commissions of public solid waste agen- <br />cies are usually not full-time professional solid waste managers.
