The current solid waste management system <br />in Anoka County is a mix of proven methods and innovative, cutting - <br />edge approaches developed in cooperation with county stakeholders. <br />any uo`6uixa7 <br />109th Ave <br />z <br />101st <br />' Ave North Rd <br />95th Ave <br />to <br />c <br />Q <br />A year round recycling facility in Ramsey will sup- <br />port all of the County goals. Local responsibility for <br />locally generated wastes argues for a drop-off facility <br />that is convenient for Ramsey citizens to use, from <br />the standpoint of location and hours of operation. <br />A drop-off location in Ramsey will provide shorter <br />travel distances, with lower greenhouse gas emissions, <br />than other more distant locations. Anoka County no <br />longer provides HHW collection events; all HHW <br />must be taken to the County facility in Blaine, which <br />also accepts the recyclables that Ramsey seeks to col- <br />lect. The County Plan notes that in 2010, 774 Anoka <br />County residents used a facility or collection event in <br />another county, presumably because of the increased <br />convenience of that event's time or location. Many <br />items such as mattresses, tires and appliances, termed <br />"problem materials" that Ramsey seeks to accept from <br />its residents are not accepted at the HHW facility. <br />The County provides funding to the municipalities to provide and <br />promote problem material collection opportunities for their residents. <br />These events are usually held twice a year and can be expensive to <br />conduct. A drop-off facility in Ramsey for these materials will not <br />only be more convenient for residents, but will emphasize the shared <br />responsibility for waste management that the Plan promotes. The <br />County encourages non-residential sector waste reduction and recy- <br />cling, but these services can be cost or space -prohibitive for some <br />businesses. The County encourages these businesses to either hire a <br />service provider specifically for those recyclables, or to self -haul recy- <br />clables to a drop-off facility. A recycling drop-off facility in Ramsey <br />can provide an important service to small business owners and promote <br />the goals of the Plan. In addition, these businesses may be encouraged <br />to recycle under -represented materials, such as corrugated cardboard <br />and film plastics, and be pilot entities for aggressive source reduction <br />through enhanced recycling. <br />BARRIERS TO SUCCESS <br />In every community, there are groups of "BANANA" (Build <br />Absolutely Nothing Anywhere Near Anyone) individuals and NIMBYs <br />(Not In My Back Yard).
