Ms. Chamberlain is an Environmental Analyst who focuses her assistance <br />in the areas of solid waste management, primarily for local government <br />agencies. Her work includes evaluating solid waste and recycling <br />programs for efficiency and cost effectiveness, data collection and <br />analysis, benchmarking, recommending improvements, and developing <br />implementation plans. <br />Prior to joining SAIC, Ms. Chamberlain worked for five years as the <br />Recycling Coordinator for the City of Fargo, North Dakota. Her previous <br />work has provided her with experience in many aspects of a municipal <br />solid waste management utility, including operations, financial analysis, <br />program planning, and public education. Her experience in program <br />planning includes the construction of a permanent Household Hazardous <br />Waste (HHW) collection facility; the implementation of a pilot curbside <br />recycling program; the development of a commercial cardboard recycling <br />program; and the production of a 20-minute recycling video. <br />Professional Experience <br />Feasibility and Procurement <br />Ms. Chamberlain has assisted in facility design and procurement <br />involving the evaluation of solid waste technologies; conducting <br />economic analyses involving capital, O&M, and program costs; directing <br />a procurement process to select a preferred technology and/or vendor; <br />and implementation of the services. Examples of these types of projects <br />have included the following: <br />• Materials Recovery Facility Options & Procurement — McLeod <br />County, Minnesota; provided technical assistance to the County for <br />the development of a County -owned materials recovery facility <br />(MRF). Assisted the County in the planning, designing, and <br />procurement phases of constructing the MRF. Ms. Chamberlain <br />projected quantities and types of recyclable materials to be collected <br />and transported within the County for processing. She also <br />evaluated and developed recommendations for specific processing <br />equipment and assisted with procuring the equipment. The County's <br />MRF became operational in the spring of 2004.
