Mr. Craggs serves as the Vice President and National Director of SAIC's <br />Solid Waste Section. With more than 20 years of industry experience, Mr. <br />Craggs specializes in integrated solid waste management and <br />approaching this service with a business planning perspective while <br />assisting local, regional, and state governmental organizations with their <br />solid waste management needs. To promote practical solutions, he has <br />directed several waste characterization studies to establish program <br />baselines. <br />Mr. Craggs' legal training enables him to grasp complex statutory and <br />regulatory requirements, as well as to formulate creative approaches to <br />integrated solid and hazardous waste management. He offers facilitation <br />skills to foster public policy decision -making related to environmental <br />and energy related issues. Mr. Craggs has presented at numerous <br />national and regional solid waste management forums and conferences. <br />In addition, he has held positions as adjunct faculty at local universities <br />teaching solid waste and environmental studies. He is also a SWANA <br />Member and is the past Chair of the Planning and Management Technical <br />Division of national SWANA. <br />Provided below are a select set of project descriptions. <br />Professional Experience <br />Waste Management Planning <br />Mr. Craggs has assisted local governments with solid waste management <br />planning. These projects typically include review of existing solid waste <br />system, evaluation of alternative integrated solid waste management <br />systems, directing public involvement throughout the planning process, <br />recommending an alternative solid waste system, and development of an <br />implementation plan. Select solid waste management plans have <br />included the following: <br />• Solid Waste Management Plan Update — McLeod County, Minnesota; <br />assisted this county which hosts a large regional landfill with several <br />plan updates. <br />• Regional Solid Waste Master Plan and Sustainability Plan — City of <br />Sioux Falls, South Dakota; as part of a project team, directed the <br />segment of the solid waste management plan addressing waste <br />Robert W.
