While this site plan review and Conditional Use Permit request does not include approvals for Phase 2 construction, it is apparent that the site will be under -parked. While this review is based on the merits of the current application Staff recommends a condition that Phase 2 cannot move forward without recordable cross -parking agreements, or other parking solutions that would meet code (e.g., a parking structure). At their meeting on October 4, 2012 the Planning Commission unaimously approved the Site Plan, Conditional Use Permit and Findings of Fact. Funding Source: All cost associated with processing the application are the responsibility of the Applicant. Staff Recommendation: The Planning Commission recommended approval of the Plat, Site Plan and Conditional Use Permit contingent upon compliance with the City Staff Review Letter dated September 28, 2012, with direction by the Planning Commission on the proposed proof of parking plan. Committee Action: Motion to adopt a resolution granting Final Plat Approval of NORTHGATE ADDITION; - AND- Motion to adopt a resolution adopting findings of fact related to the approval of a Conditional Use Permit for the operation of Northgate Performing Arts Center; - AND- Motion to adopt a resolution granting approval of a Conditional Use Permit for the operation of Northgate Performing Arts Center; - AND- Motion to approve the Site Plan of the Northgate Performing Arts Center; All contingent upon compliance with the City Staff Review Letter dated September 28, 2012, with direction by the Planning Commission on the proposed proof of parking plan to support the use of proof of parking as written in the Resolution.
