Mayor Ramsey noted park and trail fees are collected and spent on the project that is a priority at <br />that point in time. <br />Councilmember Backous stated he was on the Park and Recreation Commission five years ago <br />when this was in the works with the $5 million trust fund, which dried up because it was spent on <br />other priorities, but that does not mean the money was never there. He noted there is still $2 <br />million in the fund. <br />City Administrator Ulrich stated the recommendation is to move forward with an architectural <br />contract and work with a park planner to create design as a City project, and to not engage <br />athletic associations at this point. <br />Mayor Ramsey suggested the Park and Recreation Commission be asked to determine and <br />identify other uses, prepare an RFP to design the building, and solicit ideas of what it should <br />include, such as a warming house. <br />City Administrator Ulrich suggested staff prepare a proposal and timeframe recommendation for <br />the Council's consideration. <br />Councilmember McGlone suggested staff not think too small when designing this building so it . <br />can accommodate future expansion and possible uses. <br />Mayor Ramsey stated he saw a plan that included a storage area for soccer but maybe more <br />storage is needed for other users. <br />Mr. Fields stated he spoke with Parks Leadperson Mike Berge about a storage area to hold <br />maintenance equipment. He invited all to the October 6, 2012, Fall Jamboree to see a soccer <br />tournament. <br />Mayor Ramsey stated just because he does not come to a tournament does not mean he does not <br />know such an event is well attended. <br />Councilmember Backous stated he wanted to make the point that this type of tournament results <br />in a positive economic impact. <br />The consensus of the Council was to direct staff to prepare a proposal and timeframe <br />recommendation for the Council's consideration. <br />3.
