7.03: Consider Site Plan Approval of Wiser Choice Liquor <br />Development Services Manager Gladhill reviewed the staff report. <br />Jeffrey Wise, 7901 165 Avenue and owner of Wiser Choice Liquors, described the architectural <br />elements of the proposed structure and indicated he is negotiating with three restaurant users. He <br />noted the proposal includes a large outdoor dining area. <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to approve the Site Plan for <br />Wiser Choice Liquors, contingent upon compliance with the Staff Review File dated July 27, <br />2012, revised August 9, 2012. <br />Further discussion: The Council asked questions of staff related to the timing for consideration <br />of the development agreement. Development Manager Lazan noted the development agreement <br />is between the HRA and City. The Council agreed with the suggestion of City Attorney <br />Goodrich to add a condition to make the development permit contingent upon execution of the <br />development agreement. <br />Mayor Ramsey amended the motion to add a condition to make the development permit <br />contingent upon execution of the development agreement. <br />Councilmember McGlone reaffirmed his second to the motion, as amended. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Elvig, Strommen, and <br />Tossey. Voting No: None. Absent: Councilmembers Backous and Wise. <br />7.04: Introduce Ordinance to Vacate Drainage and Utility Easements and Right -of -Way <br />for Sunwood Drive Within the COR TWO Subdivision located East of Armstrong <br />Boulevard and South of Bunker Lake Boulevard; Case of the City of Ramsey <br />Housing and Redevelopment Authority <br />Development Services Manager Gladhill reviewed the staff report. <br />Motion by Councilmember McGlone, seconded by Mayor Ramsey, to introduce an Ordinance <br />vacating certain drainage and utility easements and right -of -way for Sunwood Drive within the <br />COR TWO plat. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Elvig, Strommen, and <br />Tossey. Voting No: None.
