Absent: LaMere, Rolfe. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Resignation of Michael Rolfe <br /> <br />It was noted Commissioner Rolfe told Chairperson Johns he needed to resign because he could <br />not fit the Park Meetings into his schedule anymore. <br /> <br />The Commission communicated they really appreciated his five years on the Commission and <br />will miss him. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Olds, to accept Commissioner <br />Rolfe's resignation with regret. <br /> <br />Motion carried. Absent: LaMere. <br /> <br />Case #2: Continue Town Center Recreational Assessment <br /> <br />Parks/Utilities Supervisor Riverblood explained the purpose of this case is to continue <br />examination of the park and trail needs for the proposed Town Center. <br /> <br />The most recent discussions by the Commission have recognized the need to identify the area <br />that may be credited towards Park Dedication, so as to understand the probable cash available for <br />causing Stage One improvements for the project. <br /> <br />There are two primary elements to this case. The first is determining the expected cash versus <br />land Park Dedication ratio, and secondly, continued examination of what has been referred to as <br />the progrmnming elements. <br /> <br />As the Commission will recall, for purposes of City Council Preliminary Plat approval, the <br />Commission recommended that Park Dedication and Trail Fees be satisfied by cash until an <br />agreement was promulgated that offered credit for land or improvements. Staff is working with <br />the developer on the details of the Development Agreement and is progressing. It is expected <br />that Final Plat approval may be on the Councils agenda as soon as early fall. <br /> <br />Parks/Utilities Supervisor Riverblood reported that 32.94 gross acres is being proposed to be <br />dedicated as openspace within the Town Center. <br /> <br />However, 11.55 acres are needed for drainage and utility purposes, of the 33 acres. <br /> <br />He added that for the residential portion of the 322-acre plat the cash due (if there is no land <br />credit) ~ $1,800 per unit is $4,248,000and the Trail Fee due ~ $475 per unit would be <br /> <br />Park and Recreation Commission/September 11, 2003 <br /> Page 2 of 8 <br /> <br /> <br />
