Chairperson Johns explained how the concept of the park would look.

Parks/Utilities Supervisor Boos stated they have SCORE money, which is money they get back
from the County for recycling. He explained they could use the monies if they had over fifty
percent recyclable materials. He noted that staff has also begun to look at grants to supplement
the cost. Parks/Utilities Supervisor Boos described the different concepts Ms. Flanagan and he
discussed for the park.

Chairperson Johns noted this would be one idea that would be different and there could be
others.

Commissioner L aMere commented i t sounded 1 ike t here could b e some resources where they
could get additional money for the project so it would be worth it to spend some money on this.

Commissioner Olds stated being able to use the funds and using recyclables would be a positive
action.

Parks/Utilities Supervisor Boos noted this park would be a way to distinguish Ramsey and to
distinguish this park from other parks.

Commissioner Ostrum commented they are using creative financing for this park.

Commissioner LaMere indicated this would also be teaching children for the future.

Commissioner Olds stated they would be able to attract families because of the quality of living
and what their City has available for activities.

Parks/Utilities Supervisor Boos explained it would cost $12,000 for the design and development
stage.

Commissioner Ostrum asked if they would need to provide more information in order to get the
funding.

Parks/Utilities Supervisor Boos stated that was where the problem would lie because they needed
the money to go forward but there is not a plan put together yet.

Consensus of the Commission was to review the information further and discuss this further in
June.

Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to proceed with the idea
and present it to the City Council at the joint meeting.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, Shryock, LaMere,
Lehman and Olds. Voting No: None. Absent: Rolfe.

Park and Recreation Commission/May 8, 2003
Page 7 of 8
