Case #14: River's Bend Park South Development; Improvement Project <br /> #89-1: <br /> <br />Mr. Otto stated that City Staff is recommending tabling approval of plans and specs for the <br />River's Bend Park south development because of problem areas that have come about. <br />One problem area is the impact of Cty. Rd. #116 on an access to the south portion of the <br />park; this issue is being worked on with the County and DNR. Another problem area that <br />arose is because of use of LAWCON grant money for development of the north portion of <br />the park, the Department of Trade and Commerce feels they have coordinating rights over <br />any activity in the entire park area and are objecting to the bridge alignment because of it's <br />impact on the park. <br /> <br />Consenus of City Council was to table approval of plans and specs for River's Bend Park <br />south development; Council requested they be kept up-to-date on the status of this case and <br />it's issues. <br /> <br />Case #15: <br /> <br />Order Plans And Specifications For Improvement Project #89- <br />3; Central Park Irrigation And Turf Establishment: <br /> <br />Mr. Otto stated that over the past two years, a fair amount of grading has been <br />accomplished at Central Park and no permanent turf has been established. City Staff is <br />recommending approval of plans and specs to extend the irrigation system to the soccer <br />field, park center area and baseball field. This improvement was included in the 1989 <br />budget. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to adopt <br />Resolution #89~02-30 authorizing the City Engineer to prepare plans and specifications for <br />Improvement Project #89-3. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #17: Adoption Of Revised On-Sale Liquor License Ordinance: <br /> <br />Mr. Goodrich noted that the proposed On-Sale Liquor License Ordinance has been revised <br />per Council direction of January 24, 1989 and ready for final adoption. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to adopt <br />Ordinance #89-3 which is an ordinance licensing and regulating the sale and consumption <br />of "On-Sale" Intoxicating Liquor, repealing inconsistent ordinances and providing a penalty <br />for violation. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Peterson, Pearson, Cich <br />and DeLuca. Voting No: None. <br /> <br />Case #18: Adopt Fire Board Ordinance: <br /> <br />Mr. Hartley reviewed the proposed amendment to the Ramsey City Code Fire Board <br />Chapter which revises the Fire Board composition to exclude the Police Chief and include <br />an at-large position. <br /> <br />City Council/February 14, 1989 <br /> Page 11 of 14 <br /> <br /> <br />
