RAMSEY CITY COUNCIL <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, February 14, 1989 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />regarding the proposed Anoka County Rum River Erosion Control Ordinance to limit wake <br />from boats and wter skiing on the Rum River within City limits. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember A1 Pearson <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />Community Development Director Mark B anwart <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:38 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Raatikka stated that per Council direction in December, 1988, the proposed no wake <br />ordinance has been revised by deleting all references to horsepower and speed. The <br />ordinance now proposes to establish no wake zones with each city to set the zones where <br />they want quiet waters. Anoka is considering establishing all Rum River areas within their <br />city limits as a quiet zone. <br /> <br />Rick Olson - 14585 Waco Street N.W.- Stated that he has a river lot; spends a lot of time <br />fishing on the Rum River; inquired as to the definition of 'minimum wake'. Stated that <br />anyone who uses the river knows that you cannot make it upstream without opening up the <br />throttle. On high traffic days, there are about 6 boats on the river and most of those are <br />canoes. Stated that he feels the proposed ordinance will be difficult to enforce. Inquired if <br />there have been studies performed that prove from an environmental standpoint that the <br />boat traffic on the Rum River is causing the erosion. <br /> <br />Mr. Raatikka stated that he represents Ramsey on the Lower Rum River Water <br />Management Organization. The Organization has been approached by several residents that <br />have presented video tapes showing the wave action caused by boats. Those con~nents <br />resulting in the drafting of an ordinance and the County has agreed to enforce an ordinance <br />that is agreed upon by the three communities affected. <br /> <br />City Council Public Hearing/February 14, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
