Motion by Councilmember Peterson and seconded by Councilmember DeLuca authorizing
City Staff to apply to DNR for a cooperative grant for the purpose of constructing a fishing
pier in River's Bend Park.

Further Discussion: Mr. Banwart suggested that the authorization to apply for the grant is
more effective in the form of a resolution.

Councilmembers Peterson and DeLuca withdrew their motion.

Council consensus was to direct City Staff to prepare a resolution for Council consideration
on March 14 authorizing application for a DNR cooperative grant for a fishing pier in
River's Bend Park.

Case #4: Status Of Gateway Airport:

Mr. Otto briefly reviewed Resolution #86-167 outlining Council action through 10/14/86
and Council's intent to acquire and develop Gateway North Airport. Mr. Otto briefly
reviewed significant City action since 10/14/86 relating to Gateway North Airport. The
current status is Mn/DOT has approved the environmental review document and the City is
still waiting for completion of FAA's review of it. Mr. Otto noted that FAA has had the
environmental review document since August of 1988 and has not yet begun their review;
Mr. Otto suggested that the City draft a letter to Mn/DOT and FAA expressing
dissatisfaction with the lengthy review time periods. Mr. Otto stated that once the
environmental review is completed, the City can submit pre-application for Mn/DOT and
FAA funding.

Councilmember Peterson requested some background information on the authorization to
proceed with pre-application for funding and if the Gateway Airport project is a "given" if
FAA approves the environmental review document.

Mr. Otto replied that on July 26, 1987, City Council authorized submitting the
environmental information document to review agencies and ordered completion of Phase
II of the Airport Master Plan which includes pre-application for funding. The state would
then review pre-applications and issue a project ranking and tentative allocation of funds.
Subsequent to that, the City would receive an offer for funding and must then make a
decision to proceed with the project or not.

Councilmember Peterson expressed concern with spending money on additional phases of
the Airport Master Plan prior to obtaining a consensus of the Council membership effective
January, 1989, regarding whether or not to develop Gateway Airport.

Mr. Goodrich noted that City Council has also instructed him to research alternatives for
establishing airport zoning as it relates to the public referendum on the same subject in 1988
and language in the City Charter.

Mr. Otto referred to Councilmember Peterson's concerns and noted that advancing to each
new phase of the Airport Master Plan StUdy requires Council approval.

Motion by Councilemmber Pearson and seconded by Councilmember DeLuca directing
City Staff to issue a letter to FAA and Mn/DOT regarding Ramsey's concern with the
lengthy review times and the delays they are creating.

City Council/February 28, 1989
