CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, April 11, 1989 at the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding <br />proposed Trunk Storm Sewer Improvement Project #88-27 (T.H. No. 10 and Sunfish <br />Lake Blvd. N.W.). <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember A1 Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that on November 25, 1986 the City Council adopted an ordinance <br />establishing two storm sewer taxing districts with in Ramsey, the Rum River and the <br />Mississippi River. The purpose of the financing districts is to finance construction of trunk <br />storm sewers and maintenance of trunk and lateral storm sewers. Mr. Raatikka noted that <br />certain areas in the Mississippi Taxing District are exempt until 1992. Ramsey is <br />considering a project in the Mississippi River Taxing District at Sunfish Lake Blvd. and <br />Hwy. #10. The project consists of extending the trunk storm sewer from the south side of <br />Hwy. #10 to the west side of Hwy. #10. The extension would be financed jointly with <br />Mn/DOT under cooperative agreement funds. The total project cost is estimated at <br />$112,450; Mn/DOT participation is approximately $17,100; Ramsey's costs are estimated <br />at $95,350, which would be levied to the Mississippi Storm Sewer Taxing District for a 10 <br />year period. The affect on commercial property valued at $80,000 is estimated to be an <br />$18.74 annual increase to property taxes and a $12.60 annual increase for residential <br />properties with the same value. If the project is approved, bids would be received in June <br />and construction would take place between July and October. <br /> <br />CITIZEN INPUT <br /> <br />Ben Moss - 8320 157th Lane - Stated that he lives 4.5 miles away from the project area and <br />doesn't feel he should be taxed for a project from which he will not receive benefit. <br /> <br />Mr. Raatikka stated that there will be a number of storm sewer projects in the Mississippi <br /> <br />City Counci Public Heating/April 11, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
