Case <br /> <br />Request For A Conditional Use PErmit To Operate An <br />Aluminum Recovery And Processing Business; Case Of <br />Danny's Aluminum Processing, Inc.: <br /> <br />Mr. Otto stated that Mr. Daniel Karst, Jr. is requesting a conditional use permit to operate <br />an aluminum processing facility in the I-1 Industrial zone. The Planning and Zoning <br />Commission has recommended approval of the request. Staff does not have any particular <br />problems with the request and MPCA concerns have been addressed in the proposed <br />findings of fact. <br /> <br />Councilmember DeLuca inquired about parameters for air emissions from the burning of oil <br />residual on parts being processed. <br /> <br />Mr. Otto stated that because of the operation size and volume, PCA has indicated that <br />emission of hydrocarbons and dioxins into the air is not a concern. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to adopt <br />Findings of Fact #0248 relating to Danny's Aluminum Processing, Inc.'s request for a <br />conditional use permit to operate an aluminum recovery and processing business. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to approve <br />Danny's Aluminum Processing, inc.'s request for a conditional use permit subject to the <br />conditions set forth in the Conditional Use Permit and the Indemnification Agreement. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson <br />and Peterson. Voting No: None. <br /> <br />Case #8: Request For A Conditional Use Permit To Have A Second <br /> Principal Dwelling; Case Of Mr. Lazares Gilles: <br /> <br />Mr. Banwart stated that during the process of building a home at 8201 163rd Avenue <br />N.W., Mr. Gilles constructed a dwelling unit on the second floor of the detached garage. <br />Mr. Gilles was informed that the unit constituted a second dwelling on the property and <br />would require a conditional use permit in order to be allowed. The Planning and Zoning <br />Commission has recommended denial of the request for a conditional use permit for a <br />second dwelling unit and advised Mr. Gilles that as an option, he could construct an above- <br />the-ground attachment to give the appearance that the two units are one dwelling. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Findings of Fact #0249 relating to Mr. Lazares Gilles' request for a conditional use permit <br />to have a second principal dwelling on the property at 8201 163rd Avenue N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson.
