Case #10: Review Of Comprehensive Park Dedication Agreement Of <br /> Entire Northfork P.U.D.: <br /> <br />Mr. Banwart stated that both the Park and Recreation Commission and the Planning and <br />Zoning Commission approve the land dedication format reflected in the Northfork Park <br />Dedication Agreement. Regarding the issue of cash dedication for properties west of <br />Andrie Street, the Park and Recreation Commission has recommended that there be no <br />relief provided in lieu of the golf course being developed in Northfork and retaining the <br />cash dedication requirement as currently written. The Planning and Zoning Commission <br />has recommended that a cash dedication of $500/1ot be required at the time of final plat for <br />those properties west of Andrie Street. <br /> <br />Mr. Peck was present representing North Fork, Inc. and stated that 550 acres of the 1250 <br />acres is being set aside as open space which represents a sufficient amount of land to <br />address the entire Northfork P.U.D. in land dedication terms and includes a golf course for <br />public use. North Fork is also substantially minimizing the City's obligation to provide the <br />residents of Northfork with on-site recreational facilities as Northfork is contributing <br />$250/1ot to the homeowners association to develop on-site amenities. North Fork feels <br />these items should offset the requirement for cash dedication for lots west of Andrie Street. <br /> <br />Mayor Reimann inquired as to how the Rum River Hills development was handled. <br /> <br />Mr. Goodrich replied that contingent upon the golf course being open to the public, Rum <br />River Hills received a 100% credit for park dedication requirements. <br /> <br />Mr. Otto stated that the park dedication ordinance Northfork is currently operating under <br />requires a cash park dedication of 10% of the market value or $500, whichever is greater. <br />In lieu of the land dedication and other amenities in Northfork, a $500 cash maximum is <br />being suggested for properties west of Andrie Street. <br /> <br />Mr. Peck stated that North Fork, Inc.'s proposal is that park dedication requirements west <br />of Andrie Street would be fulfilled provided the golf course is developed and dedicated for <br />public use and $250 per lot is contributed to the homeowner's association for open space <br />~mprovements. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to approve <br />an amendment to the Park Dedication Agreement for the entire Northfork P.U.D. that <br />specifies a $500.00 per lot cash payment at the time of final plat approval for the area west <br />of Andrie Street. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. Voting No: None. <br /> <br />Mr. Goodrich stated that the amendment to the Park Dedication Agreement will be revised <br />per Council's discussion and presented to Council for approval. <br /> <br />Case #11: Report From Mr. Bernard Steffen, Labor Negotiator: <br /> <br />Mr. Steffen could not be present and Council removed this case from the agenda during <br />Approval of Agenda. <br /> <br />City Council/April 25, 1989 <br />Page 13 of 17 <br /> <br /> <br />
