CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, May 2, 1989 at the Ramsey <br />Municipal Center, 15153 Nowthen Blvd., Ramsey, Minnesota regarding the proposed street <br />improvements to Hematite Street Northwest between 156th Avenue Northwest and 154th Avenue <br />Northwest. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember A1 Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />Members Absent: <br /> <br />Councilmember Richard Cich <br /> <br />CAI,I, TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:23 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka stated that a petition was received by the City of Ramsey from over 35% of the <br />benefitting land-owners to make improvements to Hematite Street Northwest between 156th <br />Avenue Northwest and 154th Avenue Northwest. Mr. Raatikka then made a presentation mapping <br />the exact location of the proposed improvements. He stated that the estimated cost would be $11,900 <br />divided among the 4 benefitting property owners, coming to $2,975 each amortized at a 9% interest <br />rate over a period of ten (10) years. This would come to an amount of $463.51 per year per property <br />OWFler. <br /> <br />CITIZEN INPUT <br /> <br />John Gobematz - 15454 Hematite Street Northwest - Mr. Gobernatz inquired as to whether there was <br />still a 10% cost over-run limit. <br /> <br />Mr. Raatikka informed him that there was still a 10% limit. <br /> <br />John Gobernatz presented another petition showing that the opinions of the residents on Hematite <br />Street have remained unchanged since the previous petition on another project in this area. He <br />feels that this is the same project as was presented last autumn and that it would be unlawful <br />(according to the attorneys he has consulted) to consider improvements to Hematite Street again <br />before the one year waiting period was completed. <br /> <br />Mr. Gobernatz was informed that there were substantial changes in the project from the one <br />proposed last autumn. <br /> <br />Mrs. Tripp - 15506 Hematite Street Northwest - Mrs. Tripp noted that the estimated cost seemed to be <br />about the same as the larger project proposed in the fall of 1988. <br /> <br />Mr. Raatikka said that the costs were close, but is still an estimate. <br /> <br />City Council Public Hearing / May 2, 1989 <br /> Page #1 of 2 <br /> <br /> <br />
