CASE #: <br /> <br />REQUEST FOR SITE PLAN REVIEW OF VILLAS OF MEADOW POINT <br />CASE OF ALLSTATE DEVELOPMENT, LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Allstate Development has applied for site plan review for nineteen two-unit townhomes as part of <br />the Villas of Meadow Point subdivision. The property is generally located in the triangular area <br />formed by the intersection ofNowthen Blvd, Sunfish Lake Blvd., and Alpine Dr. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site Plan <br />City Staff'Review Letter dated September 26, 2002 <br /> <br />Notification: <br /> <br />State statute does not require site plans to be subjected to a public hearing. However, the <br />development is required to go through preliminary plat review and residents within 700 feet were <br />notified of the proposed development. <br /> <br />Observations: <br /> <br />The subject property is approximately 23.36 acres. The two-unit townhomes are part of a larger <br />planned townhome development. The area where the two-unit townhomes will be located are <br />approximately 13 acres. The site plan shows 19 two-unit buildings for a total of 38 townhouse <br />units. <br /> <br />The subject property is zoned R-2 and the proposed townhouse development is a permitted use in <br />the R-2 district. The net density of the whole property is 1.8 units per acre. It is the City's <br />understanding that the outlots are proposed to be developed in the future. With the R-2 Zoning <br />District regulations, the property shown in the preliminary plat (including the outlots when <br />developed) cannot exceed 7 units per net acre. <br /> <br />The two-unit townhome units will have public street access to County Road 57 and Alpine Drive <br />(formerly 153rd Ave.), a city municipal state aide road. Four of the dwelling umts will get access <br />directly from the 154th Ave. and 154th Lane. The remaining dwelling units will be using private streets <br />feeding off of public streets for access. <br /> <br />The proposed development meets all setbacks, unit size, structure height, and off-street parking <br />requirements established in the R-2 district. <br /> <br />The site plan is meets the landscaping standards for the R-2 Zoning District, When a R-2 District <br />abuts a R-1 District, City Code requires additional buffeting along the perimeter of development. <br />The landscaping plan mostly meets the buffeting requirement but is deficient 46 shrubs along the <br />perimeter of the development. The landscaping plan will need to be revised to include the <br />required shrubs. <br /> <br /> <br />
