CASE #: (~

REQUEST FOR SITE PLAN REVIEW OF SUNWOOD ESTATES;
CASE OF ANOKA COUNTY COMMUNITY ACTION PROGRAM
By: Sylvia Frolik, Community Development Director

Background:

Jeff Johnson from Anoka County Community Action Program (ACCAP) has applied for site
plan review to develop a rental project consisting of 30 townhomes and 2 single family homes on
the property located west of Highway #47 (St. Francis Blvd.) and south of Sunwood Drive.

The following items are enclosed:

a) Site Location Map
b) Site Plan
c) City Staff Review Letter dated January 29, 2002

Notification:

Site Plan's are not required to be subjected to a public hearing, however the Applicant is
requesting that a portion of the property to be rezoned from R-1 Single Family to R-3 Urban
Family. State Law requires notification of residents within 350' of the Subject Property for
rezoning requests. Staff attempted to notify residents within 700 feet of the Subject Property.

Observations:

The property consists of approximately 11.31 acres and is currently zoned R-3 Urban Residential
and R-1 Single Family. The City has received an application to rezone the 2 acre R-1 portion of
the property to R-3 Urban Residential, which allows a maximum of 7 units per acre. The 2001
Comprehensive Plan designates this property for medium density residential uses. The developer
is proposing to develop 32 rental units, which equates to a density of 2.8 units per acre.

The site plan is proposing to construct five 6-unit townhome structures and two single family
homes. (one 5-bedroom and one 2-bedroom). The units will receive access from a private
driveway collector extending off of Sunwood Drive. The developer is proposing that the
northerly access to Sunwood Drive be for emergency vehicles only. The City's practice has been
to obtain two accesses into a neighborhood whenever feasible. The City Engineer i~
recommending that the northerly access be a full service right-in/right-out access and that a
median be constructed in Sunwood Drive to reinforce that traffic movement restriction.
