CASE #: (~ <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF ALPINE MEADOWS; <br />CASE OF EIGHTY SEVEN LLC <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Eighty Seven LLC has applied for a preliminary plat review of a 42-unit townhome development. The <br />property is generally located in the southwest quadrant of T.H.//47 and 153~a Avenue N.W. and the fee <br />title owner is Blaine Edmundson. The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Preliminary Plat submittal <br />Planning Commission Minutes dated December 4, 2001 <br />City Staff Review Letter dated January 31, 2002 <br /> <br />Notification: <br /> <br />Owners of property within 350 feet of the subject property have received heating notices regarding the <br />request for the preliminary plat. <br /> <br />Observations: <br /> <br />The subject property has recently received a rezoning to R3-U and Comprehensive Plan Amendment to <br />change the land use designation to Medium Density Residential. The R-3 Urban Residential District <br />allows up to 7 units per acre. <br /> <br />The property is approximately 8.7 acres in size. When the right-of-way of Alpine Dr. and Hwy. 47 is <br />factored out, the property has 7.1 net acres. The preliminary plat is proposing 42 townhouse unit with a <br />net density of 5.91 units per acre. <br /> <br />The preliminary plat is proposing a public road extending south from Alpine Dr. and that terminates in <br />a temporary cul-de-sac. The preliminary plat shows private driveway collectors serving 16 of the umts. <br />The remaining 26 units will have driveways on the public right-of-way. All of the driveways will be at <br />least 25 feet long, with several being 30 to 40 feet long. <br /> <br />At the December Planning Commission meeting, there was discussion on how the new public road <br />should connect to properties to the south. Mention was made of an existing service road parallel with <br />Hwy. 47. This would require the new road to be swung to the southeast comer of the property. The <br />developer will be prepared to discuss how a connection to the service road could be done using the <br />current alignment of the new right-of-way. The preliminary plat shows the new right-of-way ending at <br />the center of the southem property line. Staff feels that both ideas have advantages and disadvantages. <br />This issue is discussed in more detail in the staff review letter. <br /> <br />City Ordinances limit the length of a cul-de-sac to 600 feet. As part of the plat, the applicant is <br />showing the public right-of-way extend to the southern boundary. The City desires to have the right- <br /> <br /> <br />
