Land and Cattle Company has submitted an application to rezone certain property
located northwest of Alpine Drive and north of State Highway #10 from B-1 Business to
Industrial. The rezoning would allow the applicant to develop the property with light
manufacturing businesses.

The following items are enclosed for your information:

1. Site location map
2. Proposed Preliminary Plat
3. Proposed findings of fact

Notification:

State Law requires that the City notify property owners within 350 feet of the subject
property. Staff notified property owners located within 350 feet of the subject property
of the proposed rezoning.

Observation:

J.R. Land and Cattle Company is requesting that the City rezone approximately 17.29
acres from B-1 Business to Industrial. Property to the north is zoned PUD Planned Unit
Development (Northfork residential development), property to the south is zoned B-1
Business and the subject property abuts the Elk River and Ramsey boarder. The City received the required
Comprehensive Plan Amendment application on January 15, 2002. The Planning
Commission will be reviewing the amendment application in conjunction with the
rezoning request during the February Planning Commission meeting.

Recommendation:

Staff recommends approval of the rezoning request.
