REQUEST FOR SKETCH PLAN REVIEW OF <br />WILDLIFE SANCTUARY 2na ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br />By: Megan Wald, Associate Planner <br /> <br />CASE #: <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for sketch plan review to replat Lots 1 and 2 of <br />Wildlife Sanctuary Addition located west of State Highway # 47 and south of River Pines <br />residential development. . ~ <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated March 29, 2002 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. Notification .will be <br />required for the preliminary plat and rezoning public heatings. <br /> <br />Observations: <br /> <br />The property is currently zoned R-IR, Single Family Rural. The applicant will need to apply for <br />a rezoning to rezone the property to R-1 Single Family Urban. The property is located within the <br />MUSA boundary line and is eligible for development with urban service. The 2002 <br />Comprehensive Plan shows this area to be developed as low density urban residential. <br /> <br />The subject property is 31.66 acres in size. The sketch plan is proposing to replat the property <br />into 39 single-family lots for a gross density of 1.23 units per acre. Net density will need to be <br />calculated during time of preliminary plat review. <br /> <br />It appears that the lots meet the minimum standard for lot area and lot width with the exception <br />of Lot 6, Block 3. This information will need to be verified at time of preliminary plat revie3y. <br /> <br />The subdivision is proposing to gain access from State Highway #47 by the extension of 156~ <br />Lane. Staff anticipates that MnDot will require State Highway #47 to be upgraded to include left <br />and right turn lanes. The sketch plan is indicating that two cul-de-sacs will service the residential <br />lots. The sketch plan is also providing for an access to the south by the extension of Helium <br />Street south to facilitate future development of Wildlife Sanctuary 3rd Addition. <br /> <br />A detailed grading and drainage plan will be reviewed as part of the preliminary plat stage. <br /> <br />It is expected that the developer will be required'to extend the trail from the north boundary to <br />the south boundary of the plat along T.H. #47. Staff is interested in obtaining the necessary <br />easements to connect the trail from the north boundary of Wildlife Sanctuary 2nd Addition to the <br /> <br /> <br />
