When lower density areas and higher density areas are adjacent to <br />each other and are required to provide density transitioning, the matching of densities along <br />the perimeter of the new development properties may be used. The City Council, as part of <br />the sketch plan review process, shall indicate whether the proposed subdivision can use the <br />matching of density technique. The City Council shall take into account the confi~m~ration of <br />the development lot, the configuration of adjacent lots, the density of adjacent lots, and the <br />general land use patterns in the area. The development may be allowed to make up the <br />density in the interior of the property whenever the marching of densities is used. However, <br />the applicant is not guaranteed the receive the full compliment of remaining units allowed <br />under the zoning ordinance. All developments using the matching of density method shall be <br />processed as a Planned Unit Development. The matching of densities technique is not <br />required in areas described in Subd. 3(a) Natural Features. <br /> <br />Other alternatives. Other alternatives to density trans~tmmng can be Used where a~eed <br />upon by the developer and the City Council. <br /> <br />Subsection 9.50.03 (Preliminary Plat Requirements) and 9.03.06 (Site Plan) shall be amended to <br />include the following language: <br /> <br />Subd. 4. Traffic Generation Anal~ysis. <br /> <br />Residential real property platted shall be subject to a traffic generation analysis which shall be <br />provided for at the expense of the developer of the Subject Property. The City shall review this <br />analysis for the purpose of making, a traffic impact determination so that the new development <br />largely funnels traffic to a collector or arterial roadway system and minimizes disruption to <br />existing developed neighborhoods. <br /> <br />Subsection 9.02 (Definitions) shall be amended to include the following definitions: <br /> <br />Development Proposal - An application received by the City for a subdivision of land, <br />site plan approval or building permit. <br />Transition(ing), Residential Development - the changeover or shit5 in density between <br />existing residential development and proposed residential development. <br /> <br />SECTION 2. SUIVI2VIARY <br /> <br />The following is the official summary, of Ordinance #02-_._~ which has been approved by the <br />City Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />ordinance: Establishing performance standards to provide for an orderly transition between <br />developments of dif~'ering densities. <br /> <br />SECTION 3.
