Absent: CouncilmemberDeLuca. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Request Of F&R Enterprises For An Open Burning Permit: <br /> <br />Mr. Goodrich stated that F&R Enterprises owns 97 acres which is generally north of Hwy. <br />#10 N.W. and west of Puma Street, on which there is a Pine tree plantation. In April of <br />1988, Burlington Northern train operations resulted in a fire which damaged trees. F&R is <br />now requesting that the City of Ramsey grant them an open burning permit to dispose of <br />the damaged trees. City Staff (Fire Chief Hoeke, Environmental Specialist Bacon, <br />Community Development Director Banwart, City Administrator Hartley, City Attorney <br />Goodrich) reviewed the request and also met with PCA and DNR. City Staff is of the <br />opinion that burning the trees poses too great a risk to the surrounding area and that there <br />are other reasonable alternatives to open burning at this particular site. City Staff has also <br />met with Mr. Paul Haik, attorney for F&R, and Mr. Tom Sauter, contractor proposed to do <br />the burn, and discussed in detail Ramsey's reasons for determining the subject property is <br />not an appropriate site for a burn. <br /> <br />Mr. Paul Haik, attorney representing F&R, was present and stated F&R purchased the <br />subject property in a foreclosure and speculated developing it with residential lots. Caine <br />and Associates was retained to prepare the preliminary plat.
