Robert Ehali - 15308 Sunfish Lake Blvd. N.W. - Inquired as to City Staff's preferred route
for the extension of 153rd.

Mr. Raatikka stated that a formula for ranking the route alternatives has been established;
according to that ranking, route 2B has the best strengths.

Mr. Hartley noted in City Staff's ranking of the alternatives, no weight has been applied to
any of the categories (alignment, safety, loss of tax base, etc.); Council may be of the
opinion that safety is far more important than alignment and that would affect the total
points in the final outcome for each alternative.

Ralph Reiter - 6522 153rd Lane N.W. - Stated that the plans to connect 153rd Lane with
the 153rd Avenue extension will turn the road into a raceway.

Mr. Raatikka stated that if one of the northerly alignments is selected for extending 153rd
Avenue, it would be connected to 153rd Lane to eliminate a cul-de-sac which exceeds the
maximum length according to City ordinance.

Jim Gunderson - 6640 153rd Lane N.W. - Stated that he did not receive any
correspondence from the City regarding the proposed extension of 153rd. Inquired as to
the purpose for extending 153rd from Cry. Rd. 4/56 to Cty. Rd. #5.

Mr. Hartley replied that the City has planned for a number of years to construct an
east/west corridor through the City. One existing east/west corridor is Cry. Rd. #116. The
next east/west corridor is and has been planned to be 153rd Avenue in order to be able to
move traffic from east to west in an orderly way. One of the factors that has made this
planned extension of 153rd more prevalent in recent years is the need for the fire
department to access properties in a reasonable amount of time.

Jim Gunderson - Inquired as to what the chances are that more homes would be developed
between the 153rd extension and the landfill.

Mr. Hartley replied that whatever would be developed anywhere in the community would
have to meet current and future standards. The City is trying to maintain a buffer area
around the landfill.

Tony Hanlin - 152XX Garnet Street - Stated that he owns a lot in Ramsey and inquired as
to the amount of land that would be taken from it.

Mr. Raatikka replied that a strip approximately 20 feet wide would be required.

Walter Scroggins - 15141 Sunfish Lake Blvd. N.W. - Inquired as to what is proposed for
properties that are split in half by the extension of 153rd.

Mr. Hartley replied that when property is divided in such a way that it cannot be used at all,
it is necessary that the City acquire the entire property.

Mr. Raatikka noted that the extension of 153rd would result in a small sliver of land being
separated from Mr. Scroggin's parcel.

John Gobernatz - 15454 Hematite Street N.W. - Stated that it appears the 153rd extension

City Council Informational Meeting/July 11, 1989
Page 2 of 3
