Mr. Goodrich explained that in the appraisal process, the appraisor determines a cash value <br />impact to the parcel as a whole, versus replacement cost for the loss of a particular item. <br /> <br />Harris Haugtvedt stated that he is affected by all 3 fight-of-way options presented; that he <br />would lose 46 pine and green ash trees in addition to acreage; compensation costs presented <br />in the report are too low and not realistic. <br /> <br />Council proceeded to review and discuss the alignment features, safety aspects, resident <br />displacement and tax base impacts associated with each of the proposed alignments. Mayor <br />Reimann and Councilmember Peterson did not feel that the straightest alignment is <br />necessarily the safest alignment. Councilmember DeLuca stated that the straightest <br />alignment would best serve the purposes for constructing the road -- providing for the <br />smooth flow of east/west traffic and improving the response time for emergency vehicles; <br />what is best for the City in terms of long range planning must also be taken into <br />consideration. <br /> <br />Mayor Reimann noted receiving letters from Harris Haugtvedt's attorney (James A. <br />Reichert) dated July 10, 1989 opposing all three alternative alignments and from Bernard <br />Wurm stating a preference for Plan A. <br /> <br />Council proceeded to review the estimated project costs and Mr. Hartley explained the <br />process used in appraising properties. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to select 2-B as <br />the preferred alignment on the east for the 153rd Avenue N.W. Improvement Project #89- <br />4; with the final decision on the route alignment to be determined after completion of the <br />environmental assessment worksheet. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson and <br />Cich. Voting No: None. Abstain: CouncilmemberPeterson. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Cich to select 1-A as <br />the preferred alignment on the west for the 153rd Avenue N.W. Improvement Project #89- <br />4. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich and Pearson. Voting <br />No: Councilmember DeLuca. Abstain: Councilmember Peterson. <br /> <br />Mr. Hartley predicted that the environment assessment worksheet regarding the proposed <br />route alignments should be complete in September. <br /> <br />Case #2: Request Of F&R Enterprises For An Open Burning Permit: <br /> <br />Mr. Goodrich recalled that after a lengthy discussion on June 21[, City Council directed <br />City Staff to draft findings of fact to consider denial of F&R Engerprises' request for an <br />open burning permit. Mr. Goodrich proceeded to review the proposed findings of fact <br />with City Council. <br /> <br />Mr. Paul Haik, attorney representing F&R Enterprises, was present and referred to Item #4 <br />of the proposed findings of fact. Item #4 indicates that the subject property is 97 acres in <br />size and Mr. Haik noted that the open burn application would involve less than 1/3 of the <br /> <br />City Council/July 11, 1989 <br />Page 4 of 12 <br /> <br /> <br />
