The distance from thc fire to thc nearest <br />residence, other than the McGinnis home, is 1/4 mile and F&R is committed to maintaining <br />the 600 foot minimum distance required by MPCA. Mr. Haik also noted that the minimum <br />distance required between open bums and airports is 1 mile. <br /> <br />Mr. Goodrich noted that Mr. Haik has requested that the findings of fact reflect that the <br />purpose of the open burn is to eliminate a potential fire hazard and dispose of trees, brush <br />and vegetative matter in the development of it's land. F&R's application of June 27 <br />indicates that the purpose of the burn is to eliminate any remaining fire hazard caused by the <br />fire of April 1988 caused by the negligence of the Burlington Northern Railway and to <br />prepare the land for development in accordance with the plat which was discussed with the <br />city engineer and the previous community development director of the City of Ramsey. <br />Mr. Goodrich requested clarification from Mr. Haik regarding what the findings should <br />indicate as the purpose of the proposed bum. <br /> <br />Mr. Haik stated that he is requesting that the findings indicate that the purpose of proposed <br />burn is to eliminate a potential fire hazard and dispose of trees, brush and vegetative matter <br />in the development of it's land. <br /> <br />Council amended proposed finding of fact Item #13(1) to note that the trees were bulldozed <br />into piles at the request of F&R Enterprises. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt <br />Findings of Fact #0255 relating to the application of F&R Enterprises for an Open Burning <br />Permit in the City of Ramsey, amended as follows: <br /> <br />Item #l <br /> <br />Indicate that the application received by the City on June 27, 1989 <br />will be an attachment to the findings. <br /> <br />Item #13 <br /> <br />Note that the trees were bulldozed into piles at the request of F&R <br />Enterprises. <br /> <br />Add Item <br /> <br />Indicate that the Applicant has stated that all burning would be <br />conducted in accordance with Minnesota State Rule 7005.0750, <br />subd. 2. <br /> <br />Add Item <br /> <br />Indicate that the Applicant has stated that the purpose of the bum is <br />to eliminate a potential fire hazard and dispose of trees, brush and <br />vegetative matter in the development of land. <br /> <br />Add Item <br /> <br />Incorporate by reference Fire Chief Bruce Hoeke's memo to <br />Community Development Director Mark Banwart dated June 26, <br />1988. <br /> <br />Motion carried.
