The distance from thc fire to thc nearest residence, other than the McGinnis home, is 1/4 mile and F&R is committed to maintaining the 600 foot minimum distance required by MPCA. Mr. Haik also noted that the minimum distance required between open bums and airports is 1 mile. Mr. Goodrich noted that Mr. Haik has requested that the findings of fact reflect that the purpose of the open burn is to eliminate a potential fire hazard and dispose of trees, brush and vegetative matter in the development of it's land. F&R's application of June 27 indicates that the purpose of the burn is to eliminate any remaining fire hazard caused by the fire of April 1988 caused by the negligence of the Burlington Northern Railway and to prepare the land for development in accordance with the plat which was discussed with the city engineer and the previous community development director of the City of Ramsey. Mr. Goodrich requested clarification from Mr. Haik regarding what the findings should indicate as the purpose of the proposed bum. Mr. Haik stated that he is requesting that the findings indicate that the purpose of proposed burn is to eliminate a potential fire hazard and dispose of trees, brush and vegetative matter in the development of it's land. Council amended proposed finding of fact Item #13(1) to note that the trees were bulldozed into piles at the request of F&R Enterprises. Motion by Councilmember DeLuca and seconded by Councilmember Peterson to adopt Findings of Fact #0255 relating to the application of F&R Enterprises for an Open Burning Permit in the City of Ramsey, amended as follows: Item #l Indicate that the application received by the City on June 27, 1989 will be an attachment to the findings. Item #13 Note that the trees were bulldozed into piles at the request of F&R Enterprises. Add Item Indicate that the Applicant has stated that all burning would be conducted in accordance with Minnesota State Rule 7005.0750, subd. 2. Add Item Indicate that the Applicant has stated that the purpose of the bum is to eliminate a potential fire hazard and dispose of trees, brush and vegetative matter in the development of land. Add Item Incorporate by reference Fire Chief Bruce Hoeke's memo to Community Development Director Mark Banwart dated June 26, 1988. Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and Peterson. Voting No: None.
