Motion by Councilmember DeLuca and seconded by Councilmember Cich to approve Change <br />Order No. 1 to Improvement Project #88-26 (signal revisions at T.H. No. 10 and Sunfish Lake <br />Blvd. N.W.). <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and <br />Peterson. Voting No: None. <br /> <br />Case #15: <br /> <br />Review Quote And Award Contract For Emergency Water Connection <br />To The City Of Anoka Water System: <br /> <br />Mr. Raatikka stated that with the upgrading to County Road No. 116, the opportunity and <br />economics are right to enter into an agreement with the City of Anoka to provide for an emergency <br />water connection to the Anoka water system. Mr. Raatikka stated that he has obtained 3 bids for <br />the project ranging in price from $5500 to $7250.00. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt Resolution #89- <br />07-181 accepting price quotes for making the emergency water connection and awarding the <br />contract to Old is Gold Construction for such improvement in the amount of $5500.00. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson, Cich and <br />Pearson. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to approve the <br />Memorandum of Understanding on Use/Purchase of Anoka Water. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Peterson, Cich and <br />Pearson. Voting No: None. <br /> <br />Case #16: Adoption Of Ordinance Amending Provisions Of The Sewage <br /> Disposal System Chapter: <br /> <br />Mr. Raatikka recalled that as a condition of the MUSA expansion, Metro Council is requiring that <br />the City update it's sewage disposal ordinance to prohibit the use of seepage pits within the City <br />and communal drainfields within the MUSA. Council introduced the ordinance amendment on <br />July 11, 1989. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt Ordinance #89- <br />16 which amends the subsection pertaining to alternative treatment systems of Section 150.01 of <br />the Ramsey City Code; known as the Sewage Disposal System Chapter of the City Code. <br /> <br />Further Discussion: Councilmember DeLuca inquired as to what impact this ordinance will have <br />on systems that currently do not meet the standards. Mr. Goodrich replied that substandard system <br />would be allowed to continue; upon their repair or replacement, they would have to meet <br />standards. Councilmember DeLuca inquired if this ordinance will impact the system used at the <br />mobile home park. Mr. Goodrich stated that the ordinance prohibits communal drainfields and he <br />doesn't belive the mobile park has one. Councilmember DeLuca requested that City Staff provide <br />confirmation at the next Council meeting that the objective of Ordinance #89-16 is to address new <br />systems. <br /> <br />Motion carried.
