Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Resolution #89-08-192 authorizing the Mayor and City Administrator to enter into a cost <br />reimbursement agreement with Metro Council for up to $100,000 for technical review of <br />the EIS and support documents for candidate landfzll sites. <br /> <br />Further Discussion: Councilmember Pearson expressed concern that entering into this <br />agreement will give the impression of a green light to Site P. Mr. Hartley stated that <br />entering into this agreement does not imply a green light to Site P; the EIS and support <br />documents must be reviewed by each of the candidate cities; Ramsey has already incurred <br />some expenses relating to the EIS process; the subject agreement would allow Ramsey to <br />be reimbursed for the costs related to evaluating the EIS. Councilmember DeLuca noted <br />that the agreement requires copies of technical reviews being submitted in order to receive <br />reimbursement; some of those technical reviews might contain sensitive information <br />relating to Ramsey's position to oppose Site P; can those reviews be held back for <br />reimbursement until after the City determines it is appropriate to release that information? <br />Mr. Goodrich did not foresee any problems. <br /> <br />Councilmembers Pearson and DeLuca amended the motion to include that the resolution <br />will indicate that the City's acceptance of reimbursement funds does not indicate any <br />intention of welcoming Site P and encouraging it's location. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Extended office hours at City Hall <br /> <br />Mayor Reimann noted that there are now City Staff on duty at City Hall beginning at 8:00 <br />a.m.; this results in the ability to serve the public 9 hours versus 8.5 hours a day. <br /> <br />2) Membership fee for Northern Mayors Association Marketing Organization <br /> <br />Mayor Reimann noted that Council has been supplied information regarding the <br />membership fee in the Northern Mayors Association Marketing Organization. <br /> <br />3) National Conference On Vocational Education And Economic Development <br /> <br />Mr. Hartley noted that Ramsey received an invitation to the National Conference On <br />Vocational Education And Economic Development to be held on September 12, 1989 at the <br />Anoka Technical College. <br /> <br />4) Baseline for contaminants in Ramsey <br /> <br />Councilmember Cich inquired if any action has been taken regarding his request to provide <br />baseline line contaminants for Ramsey with respect to air, soil and water quality. <br /> <br />Councilmember Peterson stated that baseline contaminants for Ramsey are on file at Anoka <br />County. <br /> <br />City Council/August 8, 1989 <br /> Page 9 of 10 <br /> <br /> <br />
