Sullivan explained that the CDBG monies were already allocated to the Anoka County last year
and that the dollars would be required to be given back. It was noted that the funds had to be
spent by June 2003.

Chairperson Riley inquired as to the possible users for the sites.

Administrator Norman said that there have been many discussions with possible businesses and
that the economy is tough right now for a lot of the businesses the City has had previous contact
with.

Sullivan added that there has been a lot of interest by businesses in the 7,000-15,000 S.F. range
but the city doesn't own much land that could accommodate smaller projects. The land currently
sought after would accommodate projects of that size.

Member Keifer asked if Tom Sauter would be interested in constructing a multi-tenant building
on the Chies and Morrell site.

Sullivan said that it would be difficult for Mr. Sauter to do because of the CDBG fund Job
requirements. A single user would be better suited for the guidelines of the grant.

Motion by Member Gromberg, seconded by Vice Chairperson Keifer to designate the Chies and
Morrell properties as the parcels to be acquired with the CDBG money and to allocate TIF Funds
to the project as necessary.

Motion carried. Voting Yes: Chairperson Riley, Vice Chairperson Kiefer, Members Gromberg,
LeTourneau, and Steffen. Voting No: None. Absent: Member Zimmerman.

Discussion: Member Anderson inquired whether or not it would be a good idea to acknowledge
businesses that have 'Cleaned-up" their sites voluntarily. If businesses were acknowledged for
cleaning up other businesses could follow suit. Suggestions for business acknowledgement
included letters, and notice in the Messenger.

Member Gromberg noted that it would be important to be 'fair' when acknowledging businesses.
It was determined that it would be a good idea to give businesses a 'pat on the back' but it
needed to be somewhat uniform as not to leave anyone out.

Case #2: Addendum to Ramsey Town Center Retail Market Analysis

Staff is requesting that the EDA authorize an addendum to the McComb Group, Ltd. Town
Center Retail Market Analysis to include the retail node of 167th Avenue and Highway #47. The
cost of the study will be approximately $6,500. This study will provide the City with ideas on
how the Town Center will affect the subject area and what kind of development the area' is better
fit to handle.

Economic Development Authority / December 9, 2002
Page 3 of 5
