CASE # <br /> <br />ADDENDUM TO RAMSEY TOWN CENTER RETAIL MARKET ANALYSIS <br />By: James E. Norman, City Administrator <br /> Megan Wald, Associate Planner <br /> <br />Background: <br /> <br />The Town Center Study identified residential and retail nodes in Ramsey. The study does not expand on <br />the commercial/retail areas in the City except to identify them as possible competition areas to the Town <br />Center. The study has a main focus on what types of retail, residential, and commercial development the <br />Town Center could support. <br /> <br />It would appear that out of all of the retail nodes in Ramsey, the retail area along 167t~ Avenue and <br />Highway #47 demands the most attention for redevelopment. During the December EDA meeting, the <br />Commission discussed whether or not the comer of County Road #116 and Highway #47 should also be <br />included in the addendum study. Staff was directed to obtain a quote for a study to be completed on <br />redevelopment potential along the intersection of Highway #47 and County Road # 116. <br /> <br />Observations: <br /> <br />Jim McComb has provided a detailed quote and study outline for both redevelopment areas. The <br />intersection of Highway #47 and 167~ Avenue is estimated to cost $20,700 and the intersection of <br />Highway #47 and County Road #116 is estimated at $12,425. <br /> <br />As you may recall, Mr. Combs originally quoted the City $6,500 dollars to complete the study for the <br />intersection of Highway #47 and 167th Avenue. Subsequent to the December EDA meeting, staff met with <br />Mr. McComb and gave him background information regarding the business and residential activities at <br />the intersection of Highway #47 and 167u' Avenue and identified important components to be included in <br />the study. The significant increase in cost to study Highway #47 and 167th Avenue reflects the <br />parameters of the study outline being expanded to provide a detailed comparative analysis. <br /> <br />The funding source for chosen study will be decided by the City Council. <br /> <br />Recommendation: <br /> <br />The intersection of Highway #47 and County Road #116 is thriving and the market will drive the few <br />infill pieces that are available for development. Additionally, the area surrounding the intersection of <br />Highway #47 and County Road #116 is fully developed with urban residential. The opposite is true of the <br />intersection of Highway #47 and 167m Avenue, which is surrounded by several undeveloped and <br />underutilized parcel. It is staff's opinion that 167m Avenue allows for more housing and commercial <br />revitalization opportunities and if the EDA is interested in studying the comer of Highway #47 and <br />County Road # 116, this could be discussed and initiated at a later date. <br /> <br />Staff is requesting that the EDA authorize an addendum to the McComb Group, Ltd. Town Center Retail <br />Market Analysis to include the retail node of 167th Avenue and Highway #47. <br /> <br />EDA Action: <br /> <br />Based on discussion. <br /> <br />EDA: 1/13/03 <br /> <br /> <br />
