NORTHSTAR COMMUTER COACH SITE
By: Jim Norman, City Administrator
Megan Wald, Associate Planner

Background:

Staff has been meeting with MnDot regarding a Northstar Commuter Coach Transit Station
being constructed in the City of Ramsey in the year 2002. Staff learned that MnDot is
continuing to receive approvals for a station to be located in the City of Ramsey in 2002.

Observations:

MnDot has requested Staff discuss potential sites in the City of Ramsey for the Northstar
Commuter Coach Station. A site Staff feels would be a good fit for the station is the property
located east of Ramsey Blvd., currently owned by B&A Cylinder. The entire site is currently
listed in the City's Capital Improvement Program schedule for redevelopment in the year 2005.
The northern portion of the B&A Cylinder site is currently underutilized. A possible option
would be to split the lot and utilize the north portion for the station; the existing portion of the
lot, which facilitates the B&A Cylinder business, would remain in tact.

Staff has made preliminary contact with the owner of the property, Bruce Volk, regarding the
option of splitting the lot. Mr. Volk has stated some initial reluctance in proceeding with the lot
split. Mr. Volk is more interested in selling the entire property to the City and relocating to
another site in the City of the Ramsey. Staff believes this could be a viable option since the
B&A Cylinder property will serve as a temporary location for the station. It is believed that the
long range goal for the Northstar Commuter Coach Station is to be relocated to the Town Center
site. This would allow the B&A Cylinder site to be used for other economic development
opportunities in the future.

Staff will be meeting with Mr. Volk to discuss other sites in the City of Ramsey for B&A
Cylinder the week of June 10, 2002. Staff will provide any further updates at the EDA meeting.

Recommendation:

Based on discussion.

Review Checklist:

City Administrator
TIF Specialist

EDA: 6.10.02
